Kolkata Needs Integrated Clean Energy Strategy

Kolkata’s expanding electricity needs are bringing renewed attention to how the city plans, distributes and consumes energy. Experts are calling for a more integrated clean-energy approach that links renewable power, storage, efficient buildings, transport and grid upgrades. For a densely built metropolis facing heat, flooding and rising infrastructure demand, the issue extends beyond electricity generation to the resilience and affordability of everyday urban life.

The city’s energy transition is taking place alongside wider changes in West Bengal’s power system. Recent regulatory decisions show increasing activity around wind-solar hybrid procurement, transmission investment and solar generation. The West Bengal Electricity Regulatory Commission has approved or considered several such projects in recent months, including a 300 MW wind-solar hybrid procurement and new transmission infrastructure.For Kolkata, the challenge is not simply adding renewable capacity. A useful clean energy framework would need to connect electricity supply with the way the city grows. Rooftop solar, battery storage, energy-efficient buildings and cleaner public transport can reduce pressure on the wider grid, but only when planning, financing and distribution systems develop together.

This matters because Kolkata’s buildings and transport networks account for a large share of urban energy demand. Greater electrification of mobility, cooling and commercial activity could increase peak demand unless efficiency and distributed generation advance at the same time. Urban planners say this makes demand management and grid modernisation as important as installing new renewable capacity.There are already signs of a shift towards decentralised generation. A recent Kolkata-based vendor meet focused on accelerating rooftop solar under the PM Surya Ghar programme, with attention to installation capacity, training and implementation. The next challenge is ensuring that such programmes reach apartment residents, lower-income households, small businesses and public facilities rather than remaining concentrated among consumers able to make upfront investments.West Bengal has also established a policy pathway for emerging technologies such as green hydrogen, including provisions for integrating the fuel with carbon-intensive sectors and existing gas networks in and around Kolkata. Yet these technologies will need careful economic assessment, reliable infrastructure and clear environmental safeguards before they can contribute meaningfully to the city’s everyday energy system.

For Kolkata, the immediate priority is therefore coordination. A credible **clean energy framework** would align generation, distribution, buildings, mobility and climate resilience while keeping reliability and consumer affordability at its centre. The measure of success will ultimately be whether cleaner energy translates into a more reliable, efficient and resilient city for its residents.
