Kerala Land Title Deeds Drive Surpasses Target With 11,000 Grants

Kerala distributed land title deeds to 11,000 beneficiaries in 100 days, more than doubling the 5,000-deed target announced by the Revenue Department under the government’s 100-day action programme, Revenue Minister A.P. Anil Kumar said in Kochi on October 18.

The minister made the announcement while inaugurating the Ernakulam Smart Village Office and distributing title deeds to residents of Paradise Nagar’s 24-room colony. The distribution provides formal recognition of land rights to the beneficiaries covered by the programme.

Kumar said the government would take steps to ensure that land title deeds reach poor and vulnerable sections more quickly. He also linked the land-distribution effort to the wider modernisation of village offices, which serve as an important point of contact between residents and the Revenue Department.

“Making government offices smart means that the benefit reaches the people who receive services,” the minister said, according to Mathrubhumi. He added that the government was working to convert all village offices into Smart Village Offices because residents need basic facilities when accessing public services.

The Ernakulam Smart Village Office was inaugurated as part of the event. The source report did not provide details of the office’s facilities, technology systems, budget, construction cost or service-delivery timeline. It also did not specify the number of beneficiaries who received title deeds at the Kochi function.

Land title deeds are central to formalising residents’ claims over property. For households living in colonies or on land where ownership documentation is unresolved, the availability of title records is linked to their ability to establish tenure and access government processes connected with property. The minister’s statement places the acceleration of title-deed distribution within the Revenue Department’s 100-day programme.

The event was chaired by T.J. Vinod, MLA. Kochi Corporation Mayor V.K. Minimol, District Collector G. Priyanka, municipal Welfare Standing Committee chairperson Antony Painuthara, and councillors K.V.P. Krishnakumar, Augustine Sebastian, Albert Ambalathingal and K.X. Francis also attended.

The minister did not announce a new statewide deadline for the remaining title-deed applications or provide a district-wise breakdown of the 11,000 deeds distributed. The government’s stated next step is to continue measures aimed at speeding up title-deed delivery for poorer sections and to expand the Smart Village Office model across Kerala.
