India Scales Up Green Hydrogen Capacity with Major Push in Production and Exports

India has significantly advanced its green hydrogen mission, allocating 862,000 tonnes per annum (TPA) production capacity to 19 firms and awarding 3,000 MW annual electrolyser manufacturing capacity to 15 companies, in a major step towards its clean energy goals.

Speaking at the World Hydrogen Summit 2025 in Rotterdam on Tuesday, Ministry of New and Renewable Energy Secretary Santosh Kumar Sarangi highlighted India’s evolving role as a key global player in green hydrogen and renewable energy. He noted that India has already installed over 223 GW of renewable energy capacity, including 108 GW from solar and 51 GW from wind — placing the country among the fastest-growing clean energy markets worldwide. The country’s green hydrogen ambitions are tied closely to its broader climate goals, including achieving energy independence by 2047 and net-zero emissions by 2070. To support these efforts, the government launched the National Green Hydrogen Mission in 2023 with an initial allocation of $2.4 billion. The mission targets the production of 5 million metric tonnes of green hydrogen annually by 2030, while averting 50 million metric tonnes of CO₂ emissions, attracting $100 billion in investments, and generating over 600,000 jobs.

India’s strategy includes deploying pilot projects in key sectors like steel, mobility, and shipping, as well as easing regulatory frameworks. Recently, the Ministry of Environment, Forest and Climate Change exempted green hydrogen and ammonia plants from the need for environmental clearance. Additionally, the government introduced a ‘Green Hydrogen Certification Scheme’ to standardise production processes. Three major ports — Kandla, Paradip, and Tuticorin — have been designated for development as green hydrogen hubs by the Ministry of Ports, Shipping and Waterways, positioning India to become a key global supplier. Moreover, 15 states have launched individual policies to promote green hydrogen development within their jurisdictions.

These initiatives reflect India’s commitment to not only meet domestic energy needs but also establish itself as a global leader in green hydrogen exports by 2030.
