Hyderabad Telangana Plans Statewide Land Pooling Framework
Hyderabad: Telangana has begun drafting a comprehensive legal framework for land pooling, marking a significant shift in how land could be assembled for large-scale infrastructure and urban development projects. The proposed legislation seeks to reduce reliance on conventional land acquisition by creating a structured mechanism that enables landowners to participate in planned development while supporting faster project execution across the state.
The proposed Telangana land pooling policy is currently in its preliminary stage and is expected to establish a uniform legal framework for infrastructure projects requiring large land parcels. Senior officials from departments responsible for urban development, transport, irrigation and regional planning have been involved in shaping the draft, reflecting the policy’s broad application across multiple sectors. Unlike compulsory land acquisition, land pooling allows property owners to voluntarily contribute land for development. After roads, utilities and other public infrastructure are created, a portion of the land is typically returned to the original owners as serviced plots with higher development potential. Urban planning experts say this approach can reduce disputes while allowing both governments and landowners to share the benefits created through infrastructure investment. The proposed Telangana land pooling policy is expected to support projects including national highways, the Regional Ring Road, railway corridors, airport expansion, industrial parks, new townships and irrigation infrastructure. Authorities believe a standardised framework could improve project timelines by addressing one of the most persistent challenges in public infrastructure development—land availability.
Policy specialists note that several Indian states have adopted variations of the land pooling model to balance development needs with private property interests. Telangana is studying these experiences while also drawing lessons from earlier land pooling initiatives implemented within the Hyderabad Metropolitan Development Authority area, where landowners received developed plots after public infrastructure was created. Urban economists suggest that a transparent and legally defined framework could improve investor confidence by reducing uncertainty around land assembly for major projects. At the same time, they emphasise that successful implementation will depend on fair valuation mechanisms, voluntary participation, clear rehabilitation provisions and effective stakeholder consultation.
Environmental planners also argue that future land pooling programmes should integrate sustainable urban planning principles by reserving adequate space for public transport, green infrastructure, stormwater management and community amenities. Such measures can help ensure that new growth corridors are resilient to climate risks while supporting inclusive urban expansion. The draft legislation will undergo further review before being finalised. If enacted, it could reshape how Telangana delivers strategic infrastructure by promoting collaborative land development while reducing delays that have historically affected transport, irrigation and industrial projects.
