Gurugram Waterlogging Exposes Gaps in Pond Management

Gurugram’s latest spell of heavy rain has exposed a less visible weakness in the city’s flood-management network: the failure to connect natural water bodies with functioning drainage and rainwater-harvesting infrastructure. Severe waterlogging in Sectors 40 and 9 has renewed scrutiny of how the city manages ponds, storm-water flows and groundwater recharge as urban development expands.

Sector 40 was among the badly affected areas after intense rainfall on August 6 and 7, with standing water damaging road surfaces and leaving vehicles stranded. The Jharsa pond, located beside the affected stretch, did not receive significant runoff despite remaining a potential storage point for excess rainwater. The problem is not simply a shortage of drainage capacity. Local residents have pointed to clogged storm-water channels, altered catchment areas and poorly functioning rainwater-harvesting systems. The Jharsa pond, believed to be around a century old, has also lost part of its original spread as surrounding land has been developed. Such changes reduce the ability of traditional water bodies to absorb sudden rainfall and can shift pressure towards roads and built-up areas. A similar pattern has emerged around Basai pond near Sector 9. Despite the water body retaining substantial open capacity, surrounding areas experienced extensive waterlogging. Residents have raised concerns over encroachments along drainage routes and inadequate connections between local runoff channels and the pond.

The civic response is now moving towards restoring that missing link. Officials have indicated that drainage routes feeding Jharsa pond will be examined, while additional excavation has been proposed to increase its storage capacity. The functioning of rainwater-harvesting structures in nearby parks is also expected to be reviewed. The measures are part of a broader city-level effort to use ponds as components of storm-water management. Gurugram has identified dozens of ponds for revival and plans to connect several with larger drainage networks. Separately, new rainwater-harvesting infrastructure is being developed to improve groundwater recharge and reduce surface flooding. The urgency is underscored by the scale of recent rainfall. Gurugram recorded around 92–96.5 mm during one 24-hour period at monitoring stations during the latest spell, increasing pressure on drainage systems already vulnerable to intense bursts of rain.

For a rapidly urbanising city, the episode highlights an important planning challenge. Larger drains alone cannot guarantee flood resilience if natural storage areas, inlet channels and recharge systems are disconnected or poorly maintained. The effectiveness of Gurugram waterlogging measures will therefore depend not only on new infrastructure, but on restoring the wider water network around existing ponds. As the monsoon continues, the immediate test will be whether these systems can move and retain rainfall before it reaches residential streets. Longer term, Gurugram waterlogging will remain a recurring urban risk unless drainage expansion is matched with protection and functional integration of the city’s remaining water bodies.
