Garbage Reports Fail Ground Check in Malkajgiri, Inspections Ordered

Malkajgiri Municipal Corporation has ordered daily inspections and tighter tracking of garbage vulnerable points after a surprise check found discrepancies between Ramky’s online clearance reports and actual conditions at Adarsh Nagar in Uppal.

The discrepancies were identified during an inspection by MMC Commissioner T. Vinay Krishna Reddy on Friday. The commissioner found that photographs from the same location had been uploaded multiple times to indicate that separate garbage vulnerable points, or GVPs, had been cleared.

Reddy reviewed Ramky’s online dashboard at the MMC head office before visiting Adarsh Nagar to verify the records on the ground. The review covered GPS coordinates of garbage collection vehicles, vehicle routes, daily trips, waste transportation records and GVP-clearance entries.

The inspection found that some garbage hotspots had not been separately identified even though GVPs had been mapped. The commissioner directed municipal officials to map every hotspot using GPS coordinates and assign each location a unique identification number. The system is intended to establish a clearer link between a recorded clearance and the specific site where waste was removed.

The commissioner also instructed Ramky to ensure the daily clearance of all GVPs, deploy enough vehicles for the work and apply bleaching powder at every point after it has been cleared. These directions place responsibility both on the waste contractor and municipal sanitation staff to ensure that dashboard entries correspond with physical work.

The episode highlights the operational challenge of monitoring outsourced sanitation through digital dashboards. Vehicle locations, routes, trips and photographs can provide an administrative record, but the inspection showed that those records still require physical verification to establish whether waste has actually been removed from each hotspot.

Reddy said he was dissatisfied with the practice of submitting misleading reports without completing the cleaning work. The inspection followed his review of the online records and was conducted directly at the location where the reported clearances were to be checked.

The commissioner announced that he would conduct inspections every morning to compare dashboard entries with ground conditions. Ramky representatives and municipal sanitation staff will be required to attend these inspections, according to the report.

The corporation’s next steps are to complete the GPS-based mapping of individual garbage hotspots, assign unique identification numbers, ensure daily clearance, and continue morning verification of the contractor’s digital records against conditions on the ground.
