Environmental Activists Slam PCMC Over Flood Line Violations

Pimpri Chinchwad Municipal Corporation (PCMC) is facing severe criticism from environmental activists for its alleged failure to address illegal constructions and dumping in flood line areas across the twin city of Pune. Activists have accused PCMC of turning a blind eye to the development of large structures, including bungalows and multi-storey buildings, within areas marked as blue flood lines, despite clear regulatory prohibitions.

The issue has gained prominence following observations by the Bombay High Court regarding faulty demarcation of flood lines in Pune, which has exacerbated environmental concerns. Activists from the Green Army highlighted that PCMC not only provides essential services such as water and electricity to these illegal establishments but also collects taxes from them, despite their unauthorized status. According to activists, these areas have gradually transformed into colonies, with even religious structures being erected, yet PCMC has refrained from taking decisive action, citing concerns over public sentiment. However, the situation has sparked outrage among environmentalists who argue that such illegal developments disrupt natural water flows, posing significant risks during periods of intense rainfall. In response to mounting pressure, PCMC officials have acknowledged the need for corrective measures and announced plans to conduct a comprehensive survey to identify structures built within the flood lines of rivers like Pavana. Recent actions, including the demolition of several houses along the Indrayani river, indicate initial steps towards rectifying the issue, pending final adjudication from the National Green Tribunal (NGT).

Furthermore, PCMC officials clarified that while proposals to cut off water connections to illegal establishments were considered, legal guidelines stipulate that water supply cannot be denied as it is an essential commodity. In parallel, the environment department has formed special squads to curb illegal dumping of construction and demolition materials along rivers like Mula, following public complaints and regulatory directives. Despite these efforts, activists and local residents remain wary, urging PCMC to enforce stringent measures to prevent further encroachments in flood-prone areas. They emphasize the critical need for effective flood line management to safeguard the natural course of rivers and mitigate potential hazards caused by obstructed water flows. As the legal and environmental discourse intensifies, the spotlight remains on PCMC’s commitment to preserving the ecological integrity of Pune’s river systems amidst ongoing urban development challenges.
