A ₹33.70 crore fly ash handling order awarded in Telangana is drawing attention to a wider infrastructure issue relevant to Kolkata and West Bengal: how rapidly growing cities can move industrial by-products into productive construction uses without shifting pollution risks from power plants to communities. The development comes as ash utilisation rules increasingly link thermal power generation with resource-efficient infrastructure.
The contracts, disclosed through a regulatory filing, cover loading and transportation worth about ₹32.78 crore and excavation worth roughly ₹91 lakh. Both assignments are scheduled for completion within 120 days. The awarding entities are based in Telangana, meaning the contracts themselves are not Kolkata projects. Their significance for the eastern metropolis lies instead in the growing importance of organised ash logistics and reuse.For Kolkata, this is particularly relevant because fly ash already enters the region’s construction-material supply chain. A major generating station at Budge Budge, for example, sends ash through dedicated handling infrastructure for use in cement, bricks, blocks, tiles and ready-mix concrete.The policy direction is also becoming harder to ignore. India’s 2021 Ash Utilisation Notification requires coal- and lignite-based thermal power stations to achieve complete utilisation of generated ash through specified environmentally acceptable applications. These include cement, concrete products, roads, embankments and other infrastructure uses.
That creates both an opportunity and a planning challenge for Kolkata. Fly ash can substitute for virgin construction materials in appropriate applications, potentially reducing pressure on natural resources while supporting a more circular construction economy. But moving large quantities of ash requires covered transport, controlled storage and effective dust suppression. Poorly managed handling can expose nearby communities to respirable particulate matter and create risks for land and water resources.West Bengal’s infrastructure pipeline shows why logistics will matter. An environmental assessment for the proposed Varanasi-Kolkata expressway identified fly ash among potential materials for the project, while state-linked procurement has also included evacuation and environmentally managed disposal of settled ash from the Sagardighi Thermal Power Project.For Kolkata’s future construction growth, the key issue is therefore not simply how much ash can be moved, but where and how it is used.
Urban planners and infrastructure agencies will need stronger material-tracking systems, dust controls and reliable links between generating stations and legitimate end-users. If those systems improve, fly ash management can become part of a resource-efficient urban economy rather than another waste-disposal burden.The next test will be whether Kolkata and the wider eastern region can connect ash generation with construction demand while keeping transport impacts, worker safety and neighbourhood exposure under tight control.
