Dharavi Redevelopment Begins With 10,432 Homes in Matunga

Construction has begun on 10,432 rehabilitation homes for eligible Dharavi residents at a 22-acre site in Matunga, Mumbai, after Adani Enterprises director Pranav Adani performed the project’s bhoomi pujan, according to Navbharat Times – Mumbai. The project is being developed by Adani Navbharat Developers Private Limited (ANDPL), a joint venture between the Maharashtra government and the Adani Group.

The Matunga site, located on land belonging to Matunga railway, will include 10 high-rise towers with 10,432 rehabilitation apartments and 1,379 commercial and industrial units. Under the in-situ rehabilitation plan, eligible families will receive 350-square-foot flats.

Residents from Sectors 6 and 1 are scheduled to receive homes first. Around 4,500 additional homes will subsequently be allotted to other eligible residents according to priority, the report said. The project is intended to provide rehabilitation housing for eligible residents of Dharavi, one of Mumbai’s largest informal settlements.

Each building will be between 37 and 39 storeys high and is planned to have 10 to 12 passenger lifts, two fire lifts and two separate lifts serving the commercial zones. The proposed layout also includes community halls, kindergartens, podium gardens, seating areas, administrative offices and places of worship.

Pranav Adani said every family should have a home where residents feel safe and can plan for the future. He said the Matunga development would include 10 towers containing the rehabilitation homes and commercial and industrial units, along with areas intended to support residents and their children.

Mahendra Kalyankar, chief executive officer of the Dharavi Redevelopment Project and Slum Rehabilitation Authority, described the construction start as an important step for Dharavi families. According to the report, he said the focus was on providing safe, modern homes with infrastructure and facilities needed for an improved standard of living.

The towers are scheduled to be handed over to the DRP/SRA in three stages. The first five buildings are expected to be handed over by March 2029, followed by two buildings in August 2029 and the remaining three in August 2030. These milestones establish a phased delivery schedule for the first major set of rehabilitation buildings linked to the redevelopment plan.

ANDPL will maintain the buildings and their common infrastructure for 10 years after handover. Ten per cent of the commercial space will be reserved to generate maintenance income during this period, according to the report. The maintenance arrangement is intended to provide a dedicated revenue source for upkeep after residents move into the buildings.

The company’s chief executive officer, Anil Sardana, said the Dharavi Experience Centre had offered residents an initial view of the proposed homes and neighbourhoods. The planned township is also described as including schools, medical centres, public transport and retail spaces within a 15-minute walking distance. The design team includes domestic and international consultants, including Sasaki, Buro Happold, StudioPOD, architect Hafeez Contractor, P&T, ARC Studio and planners from Singapore.

The next official milestones are the phased completion and handover of the 10 towers, beginning with five buildings scheduled for March 2029 and concluding with the final three buildings in August 2030.
