Delhi Village Urbanisation Plan Brings 48 Villages Into City Planning

Delhi’s village urbanisation plan will bring 48 villages under the capital’s urban development framework, allowing civic agencies to assess and coordinate requirements for roads, water supply, sewerage, drainage, sanitation, waste management and street lighting. The decision has been announced by the Delhi government under Section 507(a) of the Delhi Municipal Corporation Act, 1957.

Chief Minister Rekha Gupta said the move would create a framework for assessing the development needs of the villages and coordinating future infrastructure planning. “Planned development is essential to ensure the well-being of these villages, improve the quality of life of the families living there and provide them with better basic amenities,” she said.

The government said the urbanisation process would align the villages’ future development requirements with the Draft Master Plan 2041. It said civic agencies would be able to systematically evaluate infrastructure needs and undertake further development in accordance with approved plans, statutory permissions and applicable rules.

Once the notification is issued, the identified villages will move from rural to urban status. This will provide greater clarity on the legal and administrative framework applicable to them, although construction, land-use changes and other development activities will continue to require compliance with relevant regulations and necessary approvals.

The villages identified in the announcement include Bakoli, Palla, Hamidpur, Singhola, Auchandi, Mungeshpur, Shahpur Garhi, Jagatpur Delhi, Sultanpur Majra, Fatehpur Beri, Chandan Hola, Badusarai, Ghumanhera, Bijwasan, Dhansa, Issapur, Kair, Mundela Kalan, Mundela Khurd and Chak Chilla. The list also includes Badarpur Khadar, Jafrabad, Sabapur Delhi, Kanganheri, Rawta, Shikarpur and Surakhpur, among others.

The decision places the villages within a more formal urban-planning process while the government says their cultural heritage and identity will be respected. Gupta described Delhi’s villages as an integral part of the capital’s cultural heritage, social life and development journey, and said the initiative was intended to support balanced and inclusive development.

The next formal step is the issuance of the notification. The government has said that subsequent development work will proceed through approved plans, statutory permissions, applicable regulations and available resources.
