Delhi is set for a major overhaul of its property registration system, with the government planning to allow residents to register property at any sub-registrar office in the capital and introduce revised circle rates for unauthorised colonies. The proposed changes are expected to be placed before the Delhi Cabinet soon, according to a report by Live Hindustan – NCR.
The Revenue Department is planning to remove the existing requirement that residents complete registration only at the sub-registrar office linked to their jurisdiction. If approved, applicants will be able to choose any sub-registrar office in Delhi for property registration. The change is intended to reduce queues and make access less dependent on the location of a property or the applicant’s area of residence.
The move follows an expansion in the number of sub-registrar offices from 22 to 39. Chief Minister Rekha Gupta has said the government is taking strict action against corruption in sub-registrar offices, while the increase in offices is also aimed at easing congestion and reducing waiting times for citizens.
The government is separately working on a doorstep property registration facility. Under the proposed system, applicants would be able to complete the process from home using a mobile phone or computer. The sub-registrar would digitally sign the documents within a short appointment window, after which the registered documents would be transferred to the buyer’s DigiLocker, the report said.
The proposed digital process could change how citizens interact with the registration administration, but its implementation details, including the launch date, eligibility conditions, document-verification safeguards and arrangements for applicants who cannot use digital services, have not yet been announced in the supplied report. The Cabinet’s decision will determine whether and how the proposal is implemented.
The government has also completed work on revising circle rates in Delhi’s unauthorised colonies, with the new rates expected to be introduced soon. Circle rates are used by the administration as a benchmark for property transactions and related duties. The revision is particularly significant for areas where official land records, regularisation status and property-market values have historically been difficult to reconcile.
Chief Minister Rekha Gupta announced the planned revision during a programme in Najafgarh under the ‘Seva Sankalp Abhiyan’. She also launched seven development works in the Najafgarh Assembly constituency with a combined cost of Rs 25 crore. Public Works Minister Pravesh Sahib Singh and Najafgarh MLA Neelam Krishna Pahalwan were among those present.
The Chief Minister said 10 other development works costing more than Rs 33 crore were already under way in six unauthorised colonies in the area. These works are focused on roads, drainage and basic services, with sewerage management also identified as a priority. The announcement places property registration reform alongside the broader challenge of extending formal civic infrastructure to settlements that have long operated outside fully regularised urban systems.
The report also noted that the Delhi Development Authority approved a uniform policy in August for the reconstruction and redevelopment of two-storey flats that are about 50 years old. Representatives of the Rohini Federation of Cooperative Group Housing Societies subsequently met DDA officials to discuss the redevelopment of around 1,200 cooperative group housing societies. The representatives said they were assured that the DDA would introduce a single-window system and begin the redevelopment process in the coming days.
The property registration proposals now require Cabinet consideration before implementation. The government has not yet announced the date of the Cabinet meeting or a formal timeline for the proposed anywhere-registration and doorstep-registration systems.
