Delhi is preparing a large-scale redesign of its road network with plans to introduce high-walled central verge barriers along nearly 200 kilometres of key arterial roads, an intervention aimed at reducing pedestrian fatalities and encouraging safer crossing behaviour.
The initiative signals a shift from relying primarily on enforcement towards integrating safety into road design, an approach increasingly adopted by cities seeking to reduce traffic-related deaths while improving urban mobility. According to officials familiar with the proposal, the Public Works Department (PWD) intends to construct reinforced concrete walls on both sides of landscaped central medians, creating a physical barrier that discourages pedestrians from crossing high-speed carriageways at random locations. Instead, people will be directed towards existing foot overbridges and underground pedestrian subways, particularly on corridors that witness heavy traffic and repeated accident incidents. The move comes as Delhi continues to grapple with a high share of pedestrian casualties in road crashes. Government assessments indicate that pedestrians account for a significant proportion of those injured or killed in traffic accidents across the capital, prompting authorities to revisit engineering-based safety measures that were previously tested on a limited scale but never implemented citywide.
Unlike conventional road dividers, the proposed central verge design combines safety infrastructure with landscaped green strips. Concrete retaining walls would enclose a planted median, allowing vegetation to grow while simultaneously preventing unsafe crossings. Urban planners say such designs can improve visual order, reduce headlight glare and contribute to streetscape enhancement, provided maintenance standards are sustained over time. Priority corridors are expected to include Ring Road, Outer Ring Road, GT Road, Mehrauli-Badarpur Road and Mehrauli-Gurugram Road, alongside several other high-volume urban routes. Officials are also identifying accident-prone intersections and corridors where pedestrian movement frequently intersects with fast-moving traffic. These locations are likely to receive the upgraded median barriers alongside improved pedestrian infrastructure. Transport and urban planning experts note that physical barriers alone are unlikely to eliminate road risks unless complemented by better accessibility. Foot overbridges and subways must remain universally accessible, well-lit, secure and convenient for senior citizens, children and people with disabilities.
Without comfortable alternatives, they caution, pedestrians may continue seeking unsafe crossing points despite the new infrastructure. The proposal also aligns with wider conversations around safer street design under India’s road safety agenda, where engineering interventions are increasingly viewed as critical alongside enforcement and public awareness campaigns. For rapidly growing metropolitan regions, reducing pedestrian fatalities has become both a public health priority and an economic necessity, as road crashes continue to impose substantial social and productivity costs. As implementation moves forward, the effectiveness of the project will ultimately depend on coordinated planning between transport agencies, urban designers and civic authorities. If combined with accessible pedestrian facilities, regular maintenance and data-driven monitoring, the initiative could contribute to a more people-centred transport network while supporting Delhi’s broader goals of creating safer, greener and more resilient urban infrastructure.
