Delhi MCD Waste Collection Charges May Rise for Posh Colonies

Delhi residents may soon pay a separate waste collection charge along with property tax, after the Municipal Corporation of Delhi proposed a tiered fee based on property size and the economic category of the colony. The proposal was placed before the MCD House on Thursday but was not approved, with the matter expected to return for discussion at a subsequent meeting.

Under the proposed system, residential properties would be divided into two broad groups: category A to D colonies and category E to H colonies. The structure is intended to replace a uniform charge with a system that reflects differences in the economic profile of Delhi’s neighbourhoods, according to MCD officials cited by Jagran.

For properties measuring up to 50 square yards, the proposed monthly charge is Rs 75 in the A to D category and Rs 40 in the E to H category. The earlier proposal for this size bracket was Rs 50 per month. For properties between 50 and 200 square metres, the proposed charge is Rs 150 per month in the first category and Rs 75 in the second.

The proposal also sets a monthly charge of Rs 300 for properties up to 200 square metres in the first category and Rs 150 in the second category, as reported. The source report does not clarify the distinction between the property-size brackets described in the proposal. Street vendors would face a proposed monthly charge of Rs 150, compared with the earlier proposed fee of Rs 100.

The proposed changes have been prepared after the introduction of the Solid Waste Management Rules, 2026, according to the report. The MCD has also drafted corresponding by-laws for collecting the charge. The civic body may collect the fee along with property tax if the proposal is approved and subsequently implemented.

MCD officials said earlier user charges had been notified at the same rate across the three former municipal corporations. The former North, South and East Delhi corporations served areas with different economic conditions and colony classifications, and the uniform structure created difficulties during implementation, officials said.

The revised model is intended to make the charge more proportionate to the economic profile of each colony and reduce the financial burden on lower-income neighbourhoods. Officials also said a differentiated fee could make the system easier for residents to accept when implemented.

The proposal follows earlier attempts to introduce user charges for municipal waste collection. Under the new plan, the final rates, collection mechanism and implementation schedule will depend on approval by the MCD House and subsequent action by the civic administration. The proposal is expected to be taken up again at a future meeting.
