Delhi’s newly notified master plan places Metro, Namo Bharat, transit-oriented development and multimodal interchanges at the centre of how the capital is expected to grow to 2047. The critical distinction is that a master plan can reserve space and set development rules around future transport; it does not itself finance, sanction or construct every rail corridor shown within that vision.
NEW DELHI — Delhi’s long-delayed next master plan has finally moved from draft planning into the city’s statutory development framework, putting mass transit and denser station-area development at the heart of the capital’s growth strategy through 2047.
The Master Plan for Delhi 2047 was unveiled on 20 August and DDA’s official website now lists its gazette notification and land-use map. The plan is intended to guide a city whose population is projected to approach 3.2 crore by 2047.
Mobility is one of its most ambitious components. Government accounts put the long-term Metro network at about 695 km, against an approximately 416-km current network figure, while the planning framework also incorporates Regional Rapid Transit System links, high-speed rail interfaces, transit-oriented development and three major multimodal transport hubs.
But the most important word is framework.
A master plan determines how land should be used and how the city should spatially accommodate growth. It can safeguard corridors, encourage density around public transport, prescribe development controls and require coordination at interchange nodes. It cannot by itself substitute for the project-specific chain of DPRs, approvals, financing, land acquisition, contracts, construction, systems installation, testing and commissioning required to turn a rail line into passenger service.
695 km is a network horizon, not 279 km of work already sanctioned
The arithmetic behind the headline is straightforward: moving from a cited 416 km to 695 km implies about 279 km of additional network.
What is less straightforward is the stage of each kilometre.
DMRC’s own January 2026 network material separately identified approximately 110.6 km of Phase IV corridors under construction and roughly 16.1 km of Phase VA approved corridors, while later DMRC documents cite a 416-km operational/maintained network across Delhi-NCR.
Those are project-stage categories. The balance of a 2047 network vision cannot automatically be placed in either one.
The correct public question is therefore not simply: Will Delhi get another 279 km of Metro?
It is: Which parts have DPRs, which have received government approval, which have financing, which have contracts, and which remain protected long-term corridors?
That project ledger will determine whether the 695-km figure represents an executable programme or primarily a spatial planning ceiling.
RRTS is central to the plan—but most of its network idea predates MPD-2047
A similar stage problem arises with the Regional Rapid Transit System.
Recent coverage has presented several RRTS routes as if MPD-2047 has newly created them. That is historically inaccurate.
NCRPB’s Functional Plan on Transport for NCR-2032 identified eight RRTS corridors years ago, including Delhi–Ghaziabad–Meerut, Delhi–Gurgaon–Rewari–Alwar, Delhi–Sonipat–Panipat, Delhi–Faridabad–Ballabhgarh–Palwal, Ghaziabad–Khurja, Delhi–Bahadurgarh–Rohtak, Ghaziabad–Hapur and Delhi–Shahdara–Baraut.
What has changed since then is the delivery status.
The Delhi–Ghaziabad–Meerut system has reached operation. NCRTC currently identifies Delhi–Panipat–Karnal and Delhi–Gurugram–SNB as priority corridors while categorising five others as future phases. It also lists Ghaziabad–Jewar and Gurugram–Faridabad–Noida–Greater Noida as corridors in advanced stages of approval.
MPD-2047’s significance is therefore less that it “announces six new RRTS lines” and more that Delhi’s statutory land-use framework is being structured to accommodate a regional rapid-transit system whose planning history extends beyond the city and predates the new master plan.
That distinction matters because RRTS is inherently metropolitan. Delhi can reserve land and regulate development on its side of a corridor, but delivery also depends on institutions and governments across Haryana, Uttar Pradesh, Rajasthan and the Union government.
TOD is where the transport plan becomes a land-use plan
The more structurally important provision may be transit-oriented development.
DDA defines TOD as compact, mixed-use development that leverages existing and forthcoming public transport. The new framework reportedly extends TOD areas across about 200 sq km around Metro corridors and RRTS, railway and high-speed-rail nodes.
This changes the policy question from:
Where should new Metro lines run?
to:
What kind of city should exist around high-capacity transit?
A successful TOD regime can shorten trip distances, concentrate homes and jobs around stations, support walking and reduce dependence on private vehicles.
But density alone does not produce transit-oriented development.
If additional floor space is permitted without safe walking routes, bus integration, affordable housing, public amenities, sewage capacity and street redesign, Delhi could simply create more people and vehicles around stations.
And if redevelopment pushes lower-income renters and workers farther from high-capacity transit, higher density could coexist with worsening accessibility inequality.
The correct outcome metric is therefore not FAR consumed or square metres constructed.
It is the share of residents who can reach work, education and essential services through an affordable, reliable public-transport journey.
Three hubs will test whether Delhi can design transfers rather than individual stations
MPD-2047 identifies three major multimodal hub areas:
Anand Vihar–Karkardooma, Kashmere Gate and Nizamuddin–Sarai Kale Khan.
This is institutionally important because Delhi has historically accumulated major transport facilities operated by different agencies in close proximity without always delivering frictionless interchange between them.
The master plan says comprehensive hub plans should be prepared jointly by the relevant transit agencies. Earlier reporting on its provisions also says non-contiguous agency land can be integrated through structures such as skywalks, subways and pedestrian bridges subject to approvals.
Sarai Kale Khan already provides a real-world test.
NCRTC says its Namo Bharat station is located near Delhi Metro’s Pink Line, Hazrat Nizamuddin railway station and the ISBT and has been planned around multimodal integration.
The test of MPD-2047 is not whether planners can put four transport logos on one map.
It is whether a passenger can step off one mode and reach another through a short, weather-protected, accessible, legible route without crossing dangerous roads or negotiating disconnected ticketing and street environments.
HSR references require even stricter stage discipline
The high-speed rail component is another area where long-term spatial planning can easily be mistaken for construction approval.
Delhi–Varanasi, Delhi–Ahmedabad and Delhi–Amritsar are not projects created by MPD-2047.
The Ministry of Railways said in 2022 that survey and DPR work had been commissioned for seven proposed HSR corridors, including those three, and explicitly stated at the time that none had been sanctioned.
Their inclusion in Delhi’s master planning still matters. Future HSR stations consume substantial land, alter station-area development and need integration with Metro, RRTS, roads and conventional rail.
But the correct terminology is planned/proposed HSR interface unless subsequent project-specific approval is demonstrated.
A land-use plan should not be used to imply that a bullet-train service has received construction sanction.
The financial question is still largely ahead
MPD-2047 establishes spatial direction. It is not a single ₹-denominated capital programme.
Every major transport intervention will require its own financing structure: Union and state equity, sovereign or multilateral loans, land and property development, fare and non-fare revenue, and potentially different institutional arrangements depending on the system.
That means Urban Acres should resist adding the notional values of Metro, RRTS, HSR and TOD development into a single “investment” number.
Until corridor-specific financing is approved, the correct distinction is:
master-plan provision → project approval → financing → procurement → construction → service.
Delhi’s mobility transformation will be won or lost outside the train
The ambition in MPD-2047 is substantial. A larger Metro network, regional rapid rail, high-density station areas and major interchange hubs could significantly reshape how the National Capital Region functions.
But Delhi already shows why infrastructure quantity is not the same as mobility quality.
A 695-km rail network is valuable only if residents can reach stations safely, transfer easily, afford the journey and rely on service at the times they need it.
TOD is valuable only if people can continue to live close to the transport being created.
Multimodal hubs are valuable only if the modes are physically and operationally integrated.
And RRTS is valuable only if Delhi’s urban network can distribute regional passengers effectively once they arrive.
MPD-2047 therefore establishes an unusually consequential planning opportunity. Its success will not be measured in 2047 by whether a map contains 695 km of coloured rail lines.
It will be measured by whether Delhi converted those lines into shorter, safer, cheaper and more reliable door-to-door journeys.
