Delhi Gets New Disability Commissioner After Year-Long Selection Delay

Paralympian and disability rights advocate Suvarna Raj has been appointed Delhi’s State Commissioner for Persons with Disabilities, bringing an end to a selection process that began in 2024 but failed to produce an appointment, according to an official statement cited by Millennium Post – Delhi.

Delhi Lieutenant Governor Taranjit Singh Sandhu selected Raj from a panel of three candidates recommended by a search-cum-selection committee constituted under the Delhi Rights of Persons with Disabilities Rules, 2018. The appointment places her at the head of the state-level mechanism responsible for monitoring the implementation of safeguards and rights available to persons with disabilities under law.

The selection process was restarted in July after the earlier exercise concluded without an appointment. The Social Welfare Department received 18 applications, of which 15 were found eligible for further consideration following scrutiny by an internal committee, the statement said.

A committee headed by the chief secretary met on August 20 and interacted with 13 eligible candidates. Their qualifications, professional experience, understanding of disability rights and welfare, administrative experience and suitability for the post were assessed. After deliberations, the committee unanimously recommended three names to the Lieutenant Governor.

Sandhu finalised Raj’s appointment after examining the committee’s meeting minutes and the records of the candidates, according to the statement. The process establishes a formal administrative chain for selecting the officer who will oversee disability-related safeguards across the National Capital Territory.

Raj is a wheelchair user and has represented India at three Asian Para Games and several international competitions. She won the women’s F54 discus throw at the Asian Para Games in Nagoya, Japan, with a best effort of 15.66 metres, as reported in the supplied account. She is ranked second in Asia in the F54 discus throw.

Her recent sporting record also includes a bronze medal in the women’s F54/55 discus throw at the Dubai World Para Athletics Grand Prix 2026, held as the 17th Fazza International Para Athletics Championship. At the Canberra Track Meet in Australia in January, she won gold in discus throw and silver in shot put. She received the National Youth Award from the Ministry of Youth Affairs and Sports in 2015.

Raj’s work extends beyond sport. She has worked as an accessibility specialist and disability rights advocate, and served as the Election Commission of India’s brand ambassador for accessible elections. Her professional background is therefore connected to the practical accessibility and rights issues covered by the commissioner’s office.

Under Section 79 of the Rights of Persons with Disabilities Act, 2016, the state government appoints a State Commissioner for Persons with Disabilities. The Delhi rules provide for a full-time appointment lasting three years from the date the commissioner assumes office, or until the appointee reaches 65 years of age, whichever is earlier, subject to applicable tenure provisions.

The commissioner’s responsibilities include matters related to implementing the safeguards and rights provided to persons with disabilities under the law. Raj’s tenure will therefore involve an institutional mandate that extends beyond representation, covering the administration and enforcement of disability-related protections in Delhi. The official statement did not specify her date of assuming office or immediate administrative priorities.
