Delhi Fire Safety Network Expands Underground Shield
Delhi is preparing to overhaul its emergency response architecture with plans for an underground Chemical Biological Radiological and Nuclear (CBRN) hub in central Delhi, alongside a wider citywide expansion of fire stations and command systems.
The move marks a significant shift in how the capital is preparing for high-impact urban disasters, from industrial chemical leaks to radiological emergencies. Officials familiar with the development said the proposed CBRN command centre will be housed beneath the city’s existing fire headquarters in Connaught Place, redesigned into a fortified operations complex. The project is part of a longer-term emergency resilience blueprint aimed at strengthening Delhi’s capacity against unconventional threats and climate-linked urban emergencies. The underground CBRN hub is expected to be engineered with specialised shielding systems that can prevent radiation exposure and airborne toxic infiltration during extreme emergencies.
Urban risk experts say such infrastructure has become increasingly relevant for dense megacities where disaster exposure is amplified by population pressure, ageing infrastructure and industrial concentration. Parallel to this, Delhi’s fire department is working on a centralised digital command system expected within the next year. The system will integrate artificial intelligence, GPS and geographic information systems to analyse traffic movement, weather volatility and emergency call trends. Officials say the technology could help predict fire-prone zones and improve dispatch efficiency. For a city that routinely battles heatwaves, electrical overloads and rising construction density, faster response times are emerging as a core urban challenge. Planners note that climate volatility has made fire risk more unpredictable, particularly in informal settlements and industrial belts where evacuation remains difficult. The fire department is also accelerating its physical expansion.
Eight new fire stations are under development across fast-growing and underserved districts, aimed at reducing travel time for emergency vehicles. This expansion is part of a larger target to eventually scale Delhi’s fire infrastructure to 120 stations, nearly double its current operational strength.Current staffing remains a major gap. While the department runs over 70 stations, its workforce remains significantly below national benchmarks for a city of Delhi’s scale. Authorities are reviewing large-scale recruitment to bridge that shortfall, particularly as new stations become operational. Urban planners say the CBRN hub and wider network expansion signal a broader shift in how Indian cities are viewing resilience not just as disaster response, but as an essential layer of urban planning. For residents, the real test will be whether these investments translate into faster, safer and more equitable emergency access as Delhi continues to expand.
