Delhi is preparing to redesign how residents access its public transport network by exploring the introduction of seven-seater electric vans aimed at strengthening last mile connectivity across underserved neighbourhoods. The proposed mobility model seeks to improve access between residential areas and metro stations or major bus corridors while advancing the capital’s broader transition towards cleaner urban transport.

Large parts of the city continue to depend on informal mobility options for short-distance travel, particularly in neighbourhoods where conventional bus routes remain sparse or impractical. Urban mobility specialists have long identified these gaps as a barrier to higher public transport usage, with commuters often relying on multiple transport modes before reaching metro stations. The proposed electric van network is intended to bridge that gap through shared services operating on fixed local routes rather than app-based, point-to-point bookings. Transport planners believe the initiative could strengthen integration between different modes of travel while reducing dependence on private vehicles for short journeys. If implemented effectively, improved last mile connectivity may encourage greater use of Delhi’s expanding metro and bus systems, contributing to lower congestion and supporting the city’s clean air objectives.

The proposed service is expected to prioritise locations where larger buses face operational challenges due to narrow streets or low passenger volumes. Dense inner-city neighbourhoods, unauthorised colonies, peripheral villages and rapidly growing residential clusters are among the areas likely to benefit during the initial rollout. Such locations have historically experienced uneven access to organised public transport despite significant population growth. The initiative also aligns with Delhi’s wider efforts to expand electric mobility as part of its evolving transport strategy. By deploying battery-powered vehicles instead of fossil fuel alternatives, authorities aim to reduce transport-related emissions while providing an affordable shared mobility option for daily commuters. Urban planners note that electrifying short-distance feeder services can deliver measurable environmental gains because these routes involve frequent stop-start movement, where conventional fuel vehicles are comparatively less efficient.

Alongside the proposed van service, officials are examining measures to bring greater regulatory structure to existing e-rickshaw operations through a permit-based framework. Industry observers suggest that clearer operating standards could improve road safety, reduce route duplication and create a more organised feeder transport ecosystem without disrupting commuter access. The transport department is expected to consult electric vehicle manufacturers, fleet operators and mobility experts before finalising vehicle specifications, operational norms and licensing requirements. These discussions will help determine the viability of the proposed model and its integration with existing public transport infrastructure. While the proposal remains under evaluation, its long-term success will depend on route planning, affordability, charging infrastructure and seamless coordination with metro and bus services. If executed with these priorities in mind, the initiative could become an important step towards a more inclusive, low-carbon and people-centred mobility network for the national capital.
