CIDCO has relaunched its First Come First Served housing scheme, offering about 3,000 flats across Kharghar, Taloja, Kalamboli and Dronagiri in Navi Mumbai under the Pradhan Mantri Awas Yojana (PMAY). The inventory includes 500 homes for the economically weaker section (EWS) and 2,500 non-EWS homes, according to a report by Loksatta – Navi Mumbai.
Under the scheme, eligible applicants can select an available flat directly according to their preference and complete its registration. Unlike a conventional lottery-based allocation, the First Come First Served model gives priority based on the order in which applicants complete the process and select available units.
The scheme was first launched in December 2025 and has now been restarted by the City and Industrial Development Corporation. The flats are located in four important nodes of Navi Mumbai: Kharghar, Taloja, Kalamboli and Dronagiri. The available inventory is divided between EWS and non-EWS categories, allowing the scheme to serve both subsidised housing beneficiaries and other homebuyers.
CIDCO has stated that prices for the flats under the scheme in the Taloja and Dronagiri nodes have been fixed according to rates applicable in the 2022-23 financial year. The scheme’s immediate significance for applicants lies in its direct-selection mechanism. Linking the applicant’s Aadhaar number and completing OTP-based verification, where required, are mandatory for this process.
CIDCO has also clarified that possession will be handed over immediately after all payments due for the flat have been received. The report does not state whether all units across the four locations are ready for possession or whether the handover timeline varies by project.
The relaunch places the focus on how public housing inventory is allocated in a fast-growing urban region.
