India’s rooftop solar push is entering a larger financing phase, with the Asian Development Bank backing the next stage of the national programme with $850 million. The funding could make household solar more affordable while helping cities such as Chennai reduce dependence on conventional electricity supply and build more distributed, resilient energy systems.
The financing comes as rooftop solar adoption gathers pace under the Centre’s PM Surya Ghar: Muft Bijli Yojana, launched in February 2024. The demand-driven scheme allows residential consumers with grid connections, including rural households, to seek financial support for rooftop systems. Government data shows that 39,72,447 rooftop solar systems had been installed nationwide by July 22, benefiting 48,02,717 households. During FY26 alone, 18.71 lakh systems were added, taking cumulative rooftop capacity to 6.7 GW and reaching 22.71 lakh households.
For Chennai and other dense cities, the significance extends beyond lower electricity bills. Rooftops represent an underused urban surface that can generate power without requiring additional land for large solar parks. Distributed generation can also bring electricity production closer to consumption, potentially reducing pressure on transmission networks and limiting some power losses.However, the next phase will depend on whether financing reaches households that have historically struggled with high upfront installation costs. The government has already introduced collateral-free loans through nationalised banks at concessional rates, alongside higher financial assistance for the first 2 kWp of capacity.The ADB-backed programme is expected to strengthen this ecosystem through improved financing, digital monitoring, distribution-company participation and greater grid readiness. It also targets workforce development and wider participation of women in the distributed renewable-energy sector.
Earlier ADB programme documents identified lower-income households and women-led households as important groups for expanded access. That matters for urban India because the benefits of rooftop solar will depend on who can actually afford and access the technology. Without reliable approvals, quality installation, financing and responsive distribution networks, a large installation target could still leave sections of the population behind.For Chennai, the rooftop solar expansion could therefore become more than a household energy intervention. Its long-term value will be measured by whether cleaner electricity reaches a broader section of residents while strengthening local grids and reducing the carbon intensity of growing urban demand. The next challenge is implementation: ensuring that financing, skilled workers, grid infrastructure and consumer protection expand as quickly as installations.
