Chennai Infrastructure Push Revives Ageing Sewer Network
Chennai’s ageing underground sewer infrastructure is set for a major overhaul as the city’s water utility advances plans to modernise key sections of the network serving older neighbourhoods. The initiative, covering areas linked to the Nesapakkam sewage treatment plant, seeks to improve wastewater management, reduce service failures and strengthen climate resilience in one of India’s fastest-growing metropolitan regions.
The proposed investment marks the first stage of a wider effort to replace decades-old sewer lines that were designed for a much smaller population and lower wastewater volumes. Rapid urbanisation, apartment-led redevelopment and increasing population density have placed significant pressure on infrastructure originally laid nearly five decades ago, resulting in recurring blockages, overflows and concerns over contamination of drinking water supplies. According to officials familiar with the project, the scheme involves replacing more than 324 kilometres of ageing stoneware sewer pipelines with larger-capacity cast iron and double-wall corrugated pipes. An additional network of major trunk sewers will also be upgraded with larger-diameter pipelines capable of carrying higher wastewater flows. The project, estimated at around ₹800 crore and supported through Asian Development Bank financing under the Chennai Climate Resilient Water Supply and Sewerage Project, also includes rehabilitation of nearly 40 sewage pumping stations.
The Sewer Network Upgrade is expected to initially benefit parts of Teynampet, Kodambakkam and Adyar, where ageing civic infrastructure has struggled to keep pace with intensified urban development. Urban planners note that expanding residential density without proportionate underground utility upgrades increases the risk of public health challenges, environmental pollution and costly emergency maintenance.Residents across several established neighbourhoods have repeatedly raised concerns over sewage entering drinking water pipelines, particularly during periods of heavy rainfall or pipeline failures. Community groups argue that infrastructure renewal must extend beyond isolated pipeline replacement and evolve into a citywide modernisation strategy integrating both water supply and sewer systems. Such an approach, they say, would improve long-term reliability while reducing recurring disruptions.Experts also point out that North Chennai requires similar attention, with several older localities continuing to face ageing underground infrastructure and periodic sanitation issues. Extending the programme across multiple treatment plant service areas could improve service equity while supporting healthier urban living conditions in historically underserved neighbourhoods.
Beyond replacing pipelines, the project incorporates operational improvements intended to enhance resilience. These include odour control systems at pumping stations, trenchless construction methods that minimise road excavation and disruption, and a centralised Supervisory Control and Data Acquisition (SCADA) system to monitor pumping stations and sewage treatment operations in real time. Such digital monitoring is expected to improve maintenance efficiency and reduce system failures during extreme weather events.Officials indicate that detailed planning is also underway for sewer network upgrades linked to the Kodungaiyur, Koyambedu and Perungudi treatment plants. Designed to accommodate projected population growth until 2060, the Sewer Network Upgrade reflects a broader shift towards future-ready urban infrastructure. However, its long-term success will depend on timely execution, coordinated investment across the entire water cycle and sustained maintenance to ensure Chennai’s expanding urban footprint remains resilient, healthy and environmentally sustainable.
