Chennai BRTS Debate Deepens Along Radial Road

A proposed Bus Rapid Transit System (BRTS) corridor along the Pallavaram–Thoraipakkam Radial Road has triggered renewed debate over the future of mass transit planning in the city, with resident groups urging authorities to carefully assess the long-term viability of the model before moving ahead. The discussion highlights a broader challenge facing rapidly expanding urban regions: how to improve public transport without compromising road efficiency, public investment or future mobility integration.

The proposal has resurfaced after the state government asked the Chennai Unified Metropolitan Authority (CUMTA) to examine the feasibility of introducing dedicated bus corridors on the Radial Road. The corridor is among multiple stretches identified in the city’s long-term mobility planning framework as potential locations for high-capacity bus infrastructure intended to strengthen public transport connectivity. However, the proposal has drawn scepticism from civic associations representing neighbourhoods along the Old Mahabalipuram Road (OMR), where a similar project was examined several years ago before being shelved. Resident representatives argue that experiences from several Indian cities demonstrate that dedicated BRTS corridors have struggled to deliver expected benefits because of operational challenges, weak enforcement and changing travel patterns.

According to the federation, cities that introduced BRTS infrastructure have, in several cases, either significantly modified or discontinued the model after facing issues such as lane encroachment, declining efficiency and limited integration with other transport systems. The group has urged communities along the Radial Road to evaluate the project through public consultations and technical assessments rather than viewing it solely as a capacity expansion initiative. Urban mobility experts note that the success of any Bus Rapid Transit System depends less on the physical corridor and more on governance, traffic enforcement, route planning and seamless integration with metro rail, suburban rail and feeder bus services. Without these supporting measures, exclusive bus lanes can become difficult to operate effectively in heavily congested urban environments. Transport planners also point out that Chennai’s mobility landscape has evolved considerably over the past decade. With Metro Rail expansion underway across multiple corridors and suburban connectivity being strengthened, infrastructure investments increasingly require coordinated planning to avoid duplication and maximise public value. Projects that operate independently of the broader multimodal network may struggle to achieve projected ridership or financial efficiency.

Officials involved in the planning process acknowledge that previous experiences from other metropolitan regions will form part of the feasibility assessment. Particular attention is expected to focus on traffic management, enforcement mechanisms, road width constraints and whether dedicated bus lanes can remain operational during peak congestion without affecting overall network performance. The debate reflects a wider policy question confronting Indian cities pursuing low-carbon mobility. While expanding public transport remains central to reducing emissions and private vehicle dependence, transport investments must also demonstrate operational resilience, fiscal responsibility and compatibility with future urban growth. As feasibility studies progress, the outcome is likely to shape not only mobility on the Radial Road but also Chennai’s broader strategy for creating an integrated, people-first and climate-conscious transport network.
