The Brihanmumbai Municipal Corporation incurred an expenditure of Rs 10.81 crore over four months to support the Special Intensive Revision (SIR) of electoral rolls across Mumbai City and Mumbai Suburban districts, according to a proposal placed before the civic Standing Committee.
The expenditure totalled Rs 10,80,93,681 between June and September. The work covered registration officer offices serving all 36 Assembly constituencies in the two districts, where additional data-entry operators were appointed to complete the voter-list revision within the prescribed deadline.
The SIR programme is being carried out under directions issued by the Election Commission of India. Its work includes distributing enumeration forms to voters, collecting the forms after they are completed, scanning the documents and digitising the information, according to the report.
The civic administration decided to appoint data-entry operators at each Electoral Registration Officer’s office based on operational requirements. The staff were assigned to support the processing of voter information during the four-month exercise.
The proposal specifies a monthly rate of Rs 28,520 per data-entry operator, inclusive of all taxes. Each registration officer’s office could appoint a maximum of 40 operators for the four-month period. The reported expenditure therefore covers temporary manpower deployed for data entry and related voter-roll revision work rather than a permanent expansion of the civic workforce.
The deployment has placed the municipal administration in a support role for an election-related exercise covering a large urban electorate spread across Mumbai’s city and suburban districts. The proposal before the Standing Committee records the staffing arrangement and expenditure incurred during the June-to-September period. Further administrative action will follow the committee’s consideration of the proposal.
