Bihar’s revenue and land reforms department has launched a Bihar legislature tracking portal to monitor questions raised in the state assembly and council, as well as government assurances, with district magistrates directed to upload pending records within seven days.
Revenue and land reforms minister Dilip Kumar Jaiswal announced the system and instructed all district magistrates to update pending information on the portal. The department said the platform will allow real-time monitoring of legislative questions, including matters referred to various committees, and help officials prepare reports ahead of legislative sessions and committee meetings.
In a press statement issued by the department, Jaiswal said the portal was intended to improve accountability and ensure timely and accurate replies to legislative queries. He said the system would make monitoring more transparent, systematic and effective by helping officials identify delays and fix responsibility for pending matters.
Until now, information relating to legislative questions and government assurances was collected through letters, emails and reminders, according to the department. This process made it difficult to consolidate district-wise responses, reference numbers and pending matters in one place. The new portal is designed to bring those records into a common monitoring system.
Revenue and land reforms department secretary Jai Singh has instructed all district magistrates to ensure the portal’s mandatory and regular use. District administrations must nominate nodal officers to manage the records and upload the status, remarks, response reference numbers and relevant dates for pending questions and assurances within seven days.
After the initial upload, officials will be required to update the portal on the same day, or by the next working day, after a response has been sent. The department said a question or assurance will be treated as resolved only after replies to all related points have been submitted. Signed responses must also be sent through the prescribed official channels.
The system places district administrations at the centre of the department’s response process. While the portal will provide a consolidated view of pending matters, the responsibility for entering and updating records will remain with district-level officials and the department’s designated nodal officers.
District administrations and the revenue and land reforms department will conduct monthly reviews to monitor progress and expedite the disposal of pending matters. The department has also provided a Hindi user manual for guidance, while district-specific login credentials will be issued separately.
The portal’s immediate operational milestone is the completion of pending record uploads within the seven-day deadline. Subsequent monitoring will depend on regular updates after responses are issued and the monthly reviews planned by district administrations and the department.
