The Karnataka government has approved the formation of Bengaluru Smart Infrastructure Limited (B-SMILE), a Special Purpose Vehicle (SPV) dedicated to executing large-scale urban development projects.
With an initial funding of ₹7000 crore, B-SMILE aims to transform the city’s infrastructure landscape, focusing on sustainability, efficiency, and improved urban mobility. B-SMILE is designed to operate independently of the Bruhat Bengaluru Mahanagara Palike (BBMP), which is set to undergo restructuring. This autonomy allows B-SMILE to manage both public and privately funded projects, streamlining decision-making processes and enhancing project execution capabilities. The SPV will oversee key initiatives such as the construction of 40 km of tunnel roads, a network of flyovers and underpasses, road development along stormwater drain buffer zones, and the creation of a 250-meter sky deck.
These projects align with Deputy Chief Minister D.K. Shivakumar’s vision to alleviate urban congestion and enhance city mobility. The tunnel roads, for instance, are expected to significantly reduce traffic bottlenecks, providing smoother connectivity across the city. The sky deck, projected to be 250 meters high, will offer panoramic views of Bengaluru, serving as both a tourist attraction and a symbol of the city’s modern infrastructure. The governance of B-SMILE will be managed by an 11-member board, including a full-time IAS officer as CEO, along with officials from BBMP, BDA, BWSSB, and three private sector experts. This diverse leadership structure ensures a balanced approach to urban development, integrating public policy objectives with private sector efficiency.
While B-SMILE focuses on major infrastructure initiatives, BBMP will continue to manage routine civic tasks such as pothole repairs and maintenance. This division of responsibilities aims to enhance operational efficiency and accountability in urban governance. The establishment of B-SMILE marks a pivotal step towards modernizing Bengaluru’s infrastructure, positioning it as a model for sustainable and smart urban development in India. By leveraging public-private partnerships and innovative project management strategies, B-SMILE is set to play a crucial role in shaping the future of Bengaluru’s urban landscape.
