Bengaluru Business Corridor 2 Project Stalled Over Land Disputes

The 52 kilometre Bengaluru Business Corridor 2 (BBC-2) project, formerly known as Peripheral Ring Road-2, is encountering significant land acquisition challenges that threaten to delay its progress. The project aims to connect Hosur Road to Tumakuru Road via key routes such as Bannerghatta Road, Kanakapura Road, Mysuru Road, and Magadi Road, and requires approximately 1,400 acres of land. However, opposition from landowners concerning the acquisition of roughly 250 acres has emerged as a major obstacle.
The roots of this conflict trace back over two decades to the Bangalore Development Authority’s (BDA) initial alignments for the Peripheral Ring Road (PRR) in 2005 and 2006. The original 2005 alignment proposed connecting Madavara to Magadi Road, with preliminary acquisition notices issued. However, concerns about potential traffic congestion led to a revision in 2006, shifting the route to pass through Madanayakanahalli to Magadi Road. This revision has led to confusion and disputes among affected landowners, many of whom have developed their properties, including constructing homes, on land they believed was no longer under consideration for acquisition.
Complicating matters, the BDA’s land acquisition department has issued notices based on both the 2005 and 2006 alignments. This has caused confusion among landowners, especially those who have developed their properties, leading to protests and resistance against the acquisition process. In response to these challenges, the Karnataka government has established a special committee to expedite land acquisition for the project. Chaired by the additional chief secretary of the Urban Development Department, the panel includes the BDA commissioner and principal secretaries from law, finance, and revenue departments. The committee aims to address compensation disputes and facilitate the timely progress of the project.
The successful implementation of the BBC-2 project is crucial for alleviating Bengaluru’s traffic congestion and promoting economic growth.
