Bengaluru’s traffic crisis is no longer being framed merely as a problem of crowded roads and slow junctions. Dr K.S. Krishna Reddy, a former secretary of the Public Works Department and former managing director of the Karnataka Road Development Corporation Limited, has called for an integrated mobility plan covering the next 20 to 30 years, arguing that the city’s infrastructure decisions must be designed for Bengaluru of 2050 rather than for yesterday’s travel patterns.
The significance of the proposal lies in its diagnosis of the problem. According to Reddy, Bengaluru has expanded at a speed that its transport systems have not matched. He said the city’s population has tripled over the past three decades and that the number of vehicles has crossed one crore. He also said around 10,000 new private vehicles are being registered every month at the regional transport offices. These figures were presented as part of his assessment of the city’s current mobility pressures and were not accompanied in the report by an independent dataset or official citation.
Reddy’s argument is that the city’s growth has changed the geography of daily travel. Residential areas, offices and commercial developments have spread towards the outskirts, while many residents now live and work in peripheral locations or travel long distances between opposite ends of the metropolitan area. This has placed sustained pressure on an older road network that was not designed for the present scale of movement.
That shift matters because congestion is not produced only by the number of vehicles at a single location. It is also shaped by where housing and employment are located, how many transfers are required during a journey, whether public transport connects peripheral neighbourhoods to job centres, and how quickly traffic can move between successive junctions. Reddy described Bengaluru’s present condition as an infrastructure crisis rather than an isolated traffic-jam problem, arguing that a 21st-century metropolis cannot be managed through systems built for an earlier phase of urban growth.
The proposed response is consequently broader than adding road capacity at individual bottlenecks. Reddy said Bengaluru’s Metro network, suburban rail, Bengaluru Metropolitan Transport Corporation buses, footpaths, cycling tracks and road network should function as complementary parts of one integrated system. His formulation places the question of institutional coordination at the centre of the mobility debate. A city can build transport projects in parallel and still leave passengers with disconnected journeys if stations, bus routes, walking access and road corridors are planned separately.
This is particularly important for the last stretch of a trip. A Metro or suburban rail line may carry a passenger across a large part of the city, but the journey still depends on access to the station, interchange facilities and the availability of buses, footpaths or cycling infrastructure at either end. The report does not provide a proposed institutional structure or funding model for such integration. It does, however, identify the absence of a unified approach as one of the main weaknesses in Bengaluru’s current mobility response.
Reddy also argues that conventional road widening has reached practical limits on many major routes. Dense buildings have already come up along important roads, making further expansion at ground level difficult. His suggested alternatives include grade separators, short and long flyovers, railway overbridges and underbridges, underpasses, and tunnel roads where feasible.
The distinction between a junction solution and a corridor solution is central to his proposal. He said that if a commuter has to cross 12 to 15 traffic signals, constructing a flyover at only one junction will not resolve the entire journey. Instead, he advocated signal-free continuous corridors that allow traffic to move through a sequence of junctions without repeatedly stopping. He said long elevated corridors connecting the north-south and east-west directions, with entry ramps, had been planned and approved during his tenure, and claimed that implementation could immediately reduce congestion on key routes by 20 per cent. The report does not identify the specific corridors, approval documents, present status or evidence supporting that estimate.
That limitation is important. A continuous corridor can reduce interruptions for through traffic, but its effectiveness depends on how it connects with local streets, public transport, pedestrian movement and land uses along the route. Grade separation can also shift congestion to entry and exit points if the wider network is not designed around it. The supplied report records Reddy’s case for these interventions but does not establish how their impacts would be assessed, how affected areas would be protected, or how construction would be sequenced.
The Bengaluru Business Corridor is another example of the difference between regional connectivity and internal urban mobility. Reddy described the corridor as essential for connecting the city’s outskirts but said it could not fully solve Bengaluru’s internal traffic problem. That distinction prevents a single large road project from being treated as a complete mobility strategy. Peripheral connectivity and movement within the built-up city are related, but they serve different travel patterns and require different interventions.
The report also highlights the rising cost of postponing transport decisions. Reddy said every year of delay can increase land acquisition costs and allow more buildings to come up, making future construction more difficult. In a city where major roads are already bordered by dense development, the timing of reservation, acquisition and corridor protection becomes an administrative issue as much as an engineering one.
His wider economic argument is that congestion imposes costs beyond the time spent in traffic. Delays affect businesses, employees, students and emergency services, he said, reducing productivity and lowering quality of life. The report does not provide a quantified estimate of Bengaluru’s economic loss from congestion, but the institutional point is clear: transport delays are connected to the functioning of the wider urban economy. They influence whether workers can reach jobs reliably, whether emergency vehicles can move through the city and how much time households must devote to daily travel.
A long-term mobility plan would therefore need to do more than list projects. It would have to establish a sequence of decisions across transport agencies, land-use planning, road engineering, public transport operations and financing. The report identifies Metro, suburban rail, buses, walking and cycling as parts of the same system, but does not specify which agency would coordinate them or how conflicts between project priorities would be resolved.
The political dimension raised by Reddy is also an implementation question rather than a substitute for planning. He said Bengaluru needed strong political will to make decisions for 2050 and warned that failure to act now would leave a larger crisis for the next generation. Such a long horizon requires continuity across governments and administrations, especially for projects involving land acquisition, large capital expenditure and changes to established travel patterns.
The evidence supplied in the report supports a clear conclusion: Bengaluru’s traffic problem cannot be understood only through individual junctions or isolated infrastructure projects. The city’s population growth, vehicle ownership, outward expansion and long-distance commuting have combined to place pressure on a transport network that now needs greater integration.
