Bengaluru Lalbagh Tunnel Plan Faces Rising Opposition

Bengaluru’s proposed tunnel road through the Lalbagh area is facing growing resistance from citizens and environmental groups, putting the city’s approach to congestion management under renewed scrutiny. The opposition centres on potential impacts on the historic botanical garden and surrounding urban ecology, while the wider debate questions whether additional road capacity is the most sustainable response to Bengaluru’s persistent traffic pressure.

The proposed tunnel is part of the city’s broader effort to improve north-south road connectivity and reduce congestion on surface routes. Supporters of underground infrastructure argue that moving traffic below ground can create additional road capacity without occupying the same amount of surface space as a conventional elevated or at-grade road. For Lalbagh, however, the issue is more complex. The botanical garden is one of Bengaluru’s most important green assets, providing mature vegetation, open space and ecological functions within a densely developed part of the city. Construction activity near such a landscape raises questions about excavation, groundwater, tree roots, soil conditions and disruption during the building phase. The concern extends beyond the visible tree cover. Urban green spaces can help moderate temperatures, absorb rainfall and support biodiversity. Their value is therefore connected to Bengaluru’s wider climate-resilience strategy. Any infrastructure proposal affecting such areas needs to demonstrate that environmental risks can be controlled and that ecological functions will not be permanently weakened. The growing protest also brings the question of transport alternatives into focus. Bengaluru’s congestion is driven by a combination of employment concentration, expanding residential areas, limited road space and heavy dependence on private vehicles. A new road connection may improve traffic flow along a particular corridor, but it can also attract additional vehicle trips over time if land use and transport demand continue to expand.

A stronger mobility assessment would therefore compare the tunnel with improvements to mass transit, bus priority measures, junction management and safer walking and cycling connections. Such comparisons are particularly important as Bengaluru continues to expand its metro network and invest in other large transport projects. The project’s environmental assessment will be central to resolving the dispute. Detailed information on construction methods, tree impacts, groundwater, ventilation, excavation risks, traffic benefits and mitigation measures would allow residents and planners to assess the proposal on evidence rather than competing assumptions. There is also a public-finance dimension. Large underground transport projects require substantial capital and can take years to construct. The benefits therefore need to be measured against both construction costs and the opportunity cost of investing the same resources in public transport or distributed road improvements. For Bengaluru, the Lalbagh debate is ultimately about what kind of mobility infrastructure the city wants to prioritise. Protecting green assets and improving movement do not necessarily have to be opposing goals, but achieving both requires rigorous environmental safeguards, transparent project data and a clear demonstration that the proposed intervention delivers benefits that less intrusive alternatives cannot.

The immediate focus will remain on the proposed alignment and its ecological implications. The larger lesson is that Bengaluru’s next generation of transport projects will increasingly be judged not only by how many vehicles they move, but by how well they protect the environmental systems that make the city liveable.
