BBMP Introduces Comprehensive Guidelines for Feeding Community Animals

Bengaluru: The Bruhat Bengaluru Mahanagara Palike (BBMP) has implemented new guidelines aimed at regulating the feeding of community animals in public spaces, with the goal of promoting responsible and humane treatment while addressing public health and safety concerns.

The new rules emphasise the importance of consistent feeding schedules, highlighting that irregular feeding can lead to behavioural issues such as restlessness and aggression among stray dogs and cats. Citizens who choose to feed these animals are encouraged to commit to regular feeding times to avoid these problems. Feeding times are now restricted to between 11.30 pm and 5 am to minimise disruptions. Additionally, the guidelines advise against providing raw meat and sugary biscuits to community animals, as these can contribute to hyperactivity and other behavioural issues in dogs.

To prevent rodent infestations and maintain cleanliness, the BBMP advises residents to place leftover food on the curbside rather than directly on the streets. Feeding during peak public activity periods is also discouraged to avoid potential aggressive behaviour from the animals. The guidelines extend to Residents’ Welfare Associations (RWAs) and apartment owners, mandating that their byelaws must not cause harm or discomfort to domestic animals. Compliance with existing animal welfare laws is also required. RWAs are specifically instructed to allow pets in common areas and lifts, provided they are on leashes, and to refrain from mandating the use of muzzles.

The BBMP explicitly states that associations cannot ban pets from their premises, reaffirming that all citizens have equal rights to care for the environment and choose pets of their preference. Pet owners are urged to maintain their pets’ hygiene, including regular grooming, deworming, vaccination, and neutering. Furthermore, public institutions, educational facilities, tech parks, and similar establishments are advised against using sticks or security personnel to chase away stray animals, as such actions are illegal. These entities are encouraged to designate specific feeding spots and times to facilitate feeding by students, employees, and other interested citizens.

These comprehensive guidelines reflect the BBMP’s commitment to ensuring the well-being of community animals while balancing public health and safety. By promoting responsible feeding practices and enforcing animal welfare laws, the BBMP aims to foster a more humane and orderly environment for both residents and community animals in Bengaluru.
