Pedestrians between Vadapalani Bus Terminus and Vadapalani Junction are still being pushed into traffic while Metro and stormwater-drain works occupy an already constrained Arcot Road. GCC says permanent footpaths will be assessed after Metro work is completed. The problem is that pedestrian access here was documented years before the present construction—and no publicly verified footpath delivery plan has yet emerged.
CHENNAI — Arcot Road’s latest pedestrian-safety complaint appears, at first sight, to be another consequence of a city building major infrastructure in an extremely confined corridor.
That is only part of the story.
DT Next reported on August 20 that stretches between Vadapalani Bus Terminus and Vadapalani Junction lack a proper footpath, leaving pedestrians to walk beside moving traffic. Current Chennai Metro Phase II and stormwater-drain works have reduced the usable space further, while GCC officials said some locations were too narrow for footpaths and that suitable sites would be assessed after Metro work is completed.
The important editorial correction is chronology.
The pedestrian problem is older than the current construction
In June 2019, commuters were already complaining that the approach to Vadapalani Metro lacked a uniform pavement along Arcot Road. One commuter described only a small portion near the station as having proper pedestrian provision.
Urban Acres itself reported in April 2025 that pavements were virtually absent in multiple pockets of the wider Arcot Road corridor as Metro construction intensified congestion and reduced road space.
The current construction therefore cannot reasonably be treated as the sole origin of the problem.
It has made a pre-existing weakness more acute.
That distinction matters because it changes the accountability question from “When will construction end?” to “Why has continuous pedestrian access never been secured through successive rounds of infrastructure work?”
Drainage is being built. Metro is being built. Where is the pedestrian package?
GCC has substantial drainage construction under way along the corridor. The latest report puts the current SWD work at around 960 metres between Kamarajar Statue and Vadapalani Junction and says roughly 500 metres is complete.
Procurement records support the existence of a wider drainage programme.
In December 2025, GCC tendered several separate Arcot Road SWD packages, including works around Nexus Vijaya Mall and Vadapalani Junction. One package was estimated at ₹2.66 crore and another nearby one at ₹3.91 crore, with 180-day construction periods specified in the procurement information.
Those figures are estimates or tender values, not verified expenditure.
Meanwhile, the same corridor is part of Chennai Metro Phase II Corridor 4. CMRL’s C4-ECV-01 civil contract—covering stations including Vadapalani, Saligramam, Avichi School, Alwarthirunagar, Valasaravakkam, Karambakkam, Alapakkam and Porur Junction—was awarded for about ₹1,173.31 crore including provisional sums and GST.
These are major capital programmes.
But a capital-intensive corridor can still fail at human scale if the interfaces between those projects are not designed around the full journey.
For a pedestrian, the system is not:
Metro + drain + resurfaced road.
It is:
Bus stop → continuous footpath → safe crossing → Metro entrance → hospital/shop/workplace.
A break in that chain means the mobility system remains incomplete for the person walking.
GCC’s own records raise a question about the “no space” explanation
Road width is a legitimate engineering constraint. Arcot Road must simultaneously accommodate buildings, utilities, drainage, Metro structures, traffic, bus movements and pedestrians.
But “the road is narrow” needs to be demonstrated spatially rather than treated as a complete explanation.
A GCC Council resolution from February 2021 considered constructing a foot overbridge across Arcot Road near Vijaya Forum Mall. It identified the corridor as SH-113 and described pedestrian walking space as being available on both sides adjacent to properties at that particular location. The proposed FOB had an approximate estimate of ₹7.558 crore.
That document does not prove that every metre between the bus terminus and junction can accommodate a conventional footpath. Nor does it account for today’s construction occupation.
It does mean GCC should identify precisely where the width fails.
A proper disclosure would show, for each constrained section:
carriageway width; Metro pier or work-zone occupation; SWD width; utilities; property edge; available pedestrian clear width; temporary arrangement; and final proposed street section.
Without that information, the public cannot distinguish a genuine geometric constraint from a sequencing or design problem.
Chennai’s own policy puts pedestrians first
The institutional standard is also relevant.
Chennai’s Non-Motorised Transport Policy calls for safe and pleasant walking infrastructure, equitable allocation of public space and facilities based on universal design. It explicitly positions walking as a priority mode.
GCC’s Roads Department also states that forming footpaths is part of its bus-route-road capital responsibilities and highlights pedestrian-friendly, obstruction-free footpaths as an objective.
The Vadapalani test is therefore not whether every difficult street can immediately produce an ideal-width pavement.
The test is whether pedestrian continuity remains a non-negotiable design requirement when competing infrastructure is fitted into the road.
“After Metro works” is too vague to function as an accountability deadline
CMRL ran a trial train from Porur Junction to Vadapalani in January 2026. At that point, official documentation expected remaining stations in the relevant section to be progressively commissioned before June.
By late July, however, six stations remained unfinished.
That is why GCC’s reported statement that footpaths will be assessed “after the Metro Rail works are completed” needs a defined milestone.
Does completion mean:
- removal of construction barricades?
- completion of the Vadapalani station?
- completion of all intermediate Corridor 4 stations?
- carriageway restoration?
- completion of CMRL’s entire civil contract?
- or commercial passenger opening?
These dates are not interchangeable.
Until the responsible agencies define the trigger, the proposed pedestrian intervention has no measurable starting point.
Stormwater work creates another interface
Drainage construction should ultimately make the corridor more resilient. It may also provide an opportunity to rebuild the street edge coherently.
But the sequencing matters.
Drain excavation → utility restoration → footpath formation → carriageway reinstatement → crossings → enforcement should ideally function as one street-restoration programme.
If each agency completes its asset separately and the footpath is assessed only afterward, residents risk another round of excavation, redesign or temporary walking conditions.
This is exactly the kind of inter-agency interface that determines whether infrastructure becomes a service.
Crossing infrastructure is not the same as walking infrastructure
Another unresolved element is GCC’s 2021 proposal for a foot overbridge near Vijaya Forum Mall.
Urban Acres has not verified from the public documents reviewed whether that exact 2021 proposal proceeded through final procurement and completion in the form originally approved.
Even if it did, an FOB addresses crossing Arcot Road.
It cannot replace a continuous accessible pavement along the road.
A pedestrian travelling from a bus stop to a hospital, commercial property or Metro entrance needs longitudinal continuity before any crossing structure becomes useful.
What residents should be able to measure next
The eventual outcome should not be reported as “footpath work taken up.”
The useful public metrics are more concrete:
What percentage of the bus-terminus-to-junction route has a continuous usable pedestrian path? How much clear width is available? Are both sides connected? Are crossings marked and accessible? Are vehicles prevented from occupying the walking zone? Can a wheelchair user, older resident or parent with a child move from the bus terminus to the Metro without entering live traffic?
Until those questions can be answered, Arcot Road’s infrastructure transformation remains incomplete at street level.
