Anna Salai Flyover Hits Redesign Problem After Advanced Construction, Raising Questions Over Chennai’s Project Planning

A ₹621-crore elevated corridor between Teynampet and Saidapet has encountered a major design-and-execution problem on its Metro-sensitive northern stretch, weeks after officials described the project as around 70% complete. The emerging issue is not simply another missed deadline: it raises questions about how detailed design, existing Metro structures and constrained road geometry were reconciled before construction advanced.

CHENNAI — Chennai’s 3.2-km Anna Salai elevated corridor has entered a more consequential phase of delay after the Tamil Nadu State Highways Department encountered a reported mismatch between the project’s original structural design and conditions around existing Metro infrastructure between Nandanam and Teynampet.

The Times of India reported on 18 August that the ₹621-crore project can no longer proceed with the original central-support arrangement across parts of the narrow stretch. According to Highways officials cited in the report, the project’s detailed project report did not accurately capture the alignment of existing Metro foundations there.

The department has consequently moved towards a revised configuration involving portal supports rather than relying entirely on the original central-pier arrangement. A change-of-scope proposal was submitted earlier this year and reportedly approved in July.

That changes the public understanding of the project’s delay.

Only two weeks earlier, on 3 August, The New Indian Express reported that the corridor was about 70% complete and that officials were targeting an end-November finish. At that point, the principal delay cited publicly was labour shortage, compounded by the limited nighttime construction window available on Anna Salai.

The latest information indicates that construction sequencing was not the only problem. A design-interface issue had also required a substantial modification.

A project designed around the Metro has encountered a Metro-interface problem

The elevated corridor’s relationship with Chennai Metro was never incidental.

When construction began in January 2024, the underground Metro infrastructure was explicitly identified as a fundamental engineering constraint. Conventional construction methods had to be adjusted because the flyover would occupy the same urban corridor as an operating underground rail system.

The latest report says the difficulty arises because existing Metro foundations between Nandanam and Teynampet are not aligned in the manner assumed by the original flyover configuration. If supports simply followed those existing foundations, the elevated road alignment would deviate.

The problem is compounded by changing road width.

TOI reports widths of approximately 28 metres around Cenotaph Road, 32 metres near Anna Arivalayam, 36 metres at DMS and 40 metres towards Saidapet, based on Highways officials. Central supports in the narrower areas would also constrain surface traffic during construction.

The revised solution reportedly uses portal-type structures supported from the sides of the roadway and integrated with structural elements around the Metro stations.

That may be a technically legitimate engineering adaptation. What requires scrutiny is when the incompatibility became known and why it was not eliminated earlier through design verification.

The critical question is not whether engineers can redesign it

Complex urban infrastructure frequently encounters unforeseen site conditions.

Anna Salai is particularly difficult: an operational Metro system runs beneath one of Chennai’s busiest arterial corridors; major utilities occupy limited underground space; traffic must continue operating; and construction windows are restricted.

A design modification is therefore not, by itself, evidence of negligence.

The stronger public-interest test is narrower:

Were the Metro’s as-built foundation locations, road geometry and interface conditions sufficiently surveyed and validated before the DPR was frozen and construction proceeded?

If reliable Metro as-built records were unavailable or site conditions differed materially from those records, the department should disclose that.

If the records existed but were inadequately incorporated into the detailed design, that represents a different project-management problem.

The evidence reviewed by Urban Acres does not establish which explanation is correct.

The 70% figure now needs qualification

Percentage-completion claims are especially vulnerable in linear infrastructure.

On 3 August, officials said around 70% of the corridor was complete.

But infrastructure does not become usable in proportion to aggregate quantities installed.

For the Anna Salai flyover, the service chain is closer to:

Foundations → Piers/Portal Frames → Girders → Deck → Surface Works → Structural Integration → Safety Checks → Traffic Management → Opening

If a strategically critical portion of that chain requires redesign, an overall percentage can provide a misleading impression of readiness.

This does not make the earlier 70% number false. It means physical completion and operational readiness are different measurements.

Urban Acres therefore recommends that Highways stop relying on a single project-wide percentage and publish separate progress for the Saidapet–Nandanam and Nandanam–Teynampet sections, together with the critical-path activities preventing opening.

A deadline has moved repeatedly

Construction began in January 2024.

By March 2026, the Saidapet side was materially more advanced while the Nandanam–Teynampet section lagged, with utility relocation already cited as a constraint.

On 3 August, Highways sources said the original September target had slipped and forecast completion by the end of November.

The latest report puts the revised target at February 2027, while itself acknowledging uncertainty around that date.

The appropriate public measure is therefore not another headline completion month. It is a revised construction programme showing what must happen before each remaining structural section can be completed.

The financial question has not disappeared

The project carries an estimated cost of ₹621 crore.

Officials quoted in the latest report say the revised support design will not increase project cost.

That may prove correct, but the claim should ultimately be tested against documentary evidence.

Changing structural typology can alter fabrication, quantity, erection, foundation, traffic-management and contractual requirements. It may also affect package schedules even where the sanctioned project ceiling remains unchanged.

Urban Acres could not locate the approved variation statement or revised sanctioned estimate.

For accountability, Highways should publish whether the modification involves:

  • quantity variation within the existing contract;
  • substitution of structural items;
  • additional fabrication;
  • revised contractor obligations;
  • extension of time;
  • compensation for prolongation;
  • or any revised sanctioned expenditure.

Until then, “no cost increase” should remain an official assertion rather than an independently established financial outcome.

Motorists are already paying in time

The project was conceived to reduce congestion between Teynampet and Saidapet and bypass several intersections along Anna Salai.

During construction, however, traffic has been displaced into surrounding roads.

The latest report identifies Theagaraya Road and Cenotaph Road among the diversions where motorists are experiencing degraded road conditions and disruption. Earlier reporting also documented congestion associated with flyover and Metro construction along the corridor.

That makes the revised schedule a service-delivery issue rather than merely an engineering milestone.

Every additional month has a public cost in:

  • congestion;
  • bus delays;
  • unreliable journey times;
  • traffic transferred into neighbourhood streets;
  • pedestrian difficulty around barricaded construction areas;
  • and maintenance requirements on diversion routes.

Those costs are rarely incorporated into construction progress dashboards.

The legitimate counterargument

There is a reasonable defence of the department.

Retrofitting major elevated road infrastructure into a dense corridor directly above an operational Metro system is technically difficult. Preserving Metro safety while maintaining road traffic substantially restricts available construction methods. The use of prefabricated structural components and existing Metro-compatible foundations was itself intended to manage those constraints.

A scope revision that avoids unsafe or impractical construction is preferable to forcing the original design through merely to meet a deadline.

The accountability question therefore should not be framed as: “Why was the design changed?”

It should be:

“Why did the need for that change become a critical construction-stage problem rather than a resolved pre-construction interface?”

That distinction matters.

What Highways should publish now

A meaningful disclosure would include five things.

First, the original and revised structural concept for the Nandanam–Teynampet section, without releasing sensitive engineering information.

Second, the date on which the discrepancy between DPR assumptions and actual Metro-foundation alignment was identified.

Third, the date and authority approving the change of scope.

Fourth, a revised package-level programme showing fabrication, erection, deck completion, traffic restoration and opening milestones.

Fifth, an updated financial statement confirming whether the ₹621-crore cost remains unchanged and whether any contractual extension-of-time or variation claims have arisen.

Without that information, residents are being asked to replace one deadline with another without seeing the delivery logic beneath it.

The larger lesson for Indian cities

The Anna Salai project exposes a recurring weakness in dense-city infrastructure delivery: agencies often report their projects individually even though infrastructure is physically interdependent.

Here, a highway project interacts with:

Metro foundations → road geometry → underground utilities → traffic diversions → pedestrian space → neighbourhood streets.

Those interfaces should be treated as part of design itself, not complications to be reconciled sequentially after construction begins.

A flyover can be 70% physically built and still face a critical unresolved interface.

That is precisely why urban infrastructure needs more than a progress percentage.

It needs an interface ledger.

For Anna Salai, the next credible milestone is therefore not another completion announcement. It is documentary evidence that the revised structural solution, remaining schedule, Metro interface and financial implications have all been resolved sufficiently to convert construction progress into an operable road.
