Several critical infrastructure projects in Delhi, spanning public transport, healthcare, and urban mobility, are nearing completion but remain stalled due to pending administrative approvals and inter-departmental clearances. Officials indicate that many projects, now 70–90 per cent complete, have been delayed at the final stages despite substantial investment and construction progress.
Key projects affected include the DTC bus depot at Sawda Ghevra, the Nand Nagri and Gagan Cinema flyover, the final underpass of the Pragati Maidan transit corridor, Barapullah Phase III elevated roadway, and 11 greenfield hospitals across the city. While construction has largely been completed, approvals related to budget sanctions, environmental clearances, and coordination with central agencies are still awaited. The DTC bus depot at Sawda Ghevra, designed to enhance city-wide public transport capacity, has reached 85 per cent completion. Authorities reported that administrative approval and expenditure sanction from the transport department remain pending, delaying the expected operational launch from December 2023.
Similarly, the flyover at Nand Nagri and Gagan Cinema junction—critical for easing vehicular congestion—has 90 per cent of construction complete. Final permissions, including tree cutting and transplantation, are being processed, with authorities aiming to inaugurate the structure shortly. The Pragati Maidan transit corridor underpass, originally slated for completion in 2022, has stalled at 98 per cent completion due to unresolved technical issues with Northern Railways. Officials confirmed that work is set to resume following a detailed plan for soil stabilisation and grouting, coordinated to minimise disruption to train movement.
Healthcare infrastructure projects are also experiencing bottlenecks. Hospitals at Jwalapuri, Madipur, and Siraspur have achieved 78–90 per cent construction progress but await final budgetary approvals. ICU-focused hospitals at Shalimar Bagh, Sultanpuri, and Sarita Vihar range from 58–63 per cent completion, while Kirari hospital has yet to commence construction. Officials highlighted that cost escalations and the need for renewed financial approvals have contributed to delays. The Barapullah Phase III elevated corridor, a strategic urban mobility project connecting Sarai Kale Khan and Mayur Vihar, remains stalled with 690 metres pending. Initially estimated at ₹964 crore, the project’s cost has risen to ₹1,330 crore due to extended delays. Clearance from the Central Empowered Committee for tree felling is underway to resume construction.
Officials stressed that these projects, while delayed, are vital for Delhi’s sustainable urban development, improved public transport, and healthcare accessibility. Expediting clearances could unlock significant social and economic benefits, providing long-awaited infrastructure to underserved neighbourhoods.
