Mangaluru Smart Road Plan Links Ladyhill to Kottara with ₹3 Crore Upgrade

The Mangaluru Urban Development Authority (MUDA) has planned a ₹3 crore smart-road project between Ladyhill and Kottara Junction, with pedestrian pathways and streetscape improvements proposed along the corridor. MUDA chairman Santhosh Kumar Shetty announced the plan at a press conference on Thursday, according to Prajavani.

A detailed project report for the road is expected to be prepared within two months, after which MUDA plans to invite tenders. The authority has said the project will focus on constructing footpaths on both sides of the road and improving its appearance, but the announcement did not specify the proposed road length, construction schedule or design standards.

The smart-road plan is part of a wider set of urban-development proposals outlined by MUDA. The authority is also considering a market complex on 88 cents of land at Urwa Store. The proposal involves constructing a basement and an above-ground semi-permanent structure. MUDA said the complex could provide space at lower rents for information technology, biotechnology and corporate enterprises. Its detailed project report is still being prepared, and tendering and construction are proposed to begin as soon as possible.

MUDA also provided updates on residential layouts within its jurisdiction. A housing layout at Kunjathbail has 208 sites, of which 32 have been allotted. Applications for the remaining sites have been invited, with applicants required to pay 10 per cent of the site amount and submit their applications by December 28. Civil works valued at ₹15.98 crore are under way in the 709-site residential layout at Chelyaru. The case concerning the Konaje residential layout remains before the court.

The authority said it has taken up plans to develop a public park at Prem Nagar in New Hosabettu Ward 8 and another park near the Harekal dam. It also plans to develop nine lakes, including the government lake at Harekal in Ullal taluk, estimated at ₹2 crore; the Kumpala Three Cross lake, estimated at ₹4.95 crore; the lake near the Devipura temple in Talapady, estimated at ₹15 lakh; and Mulki Annekere, estimated at ₹4.95 crore. Other listed sites include lakes in Jappinamogaru, Hosabettu, Tavarekol and Amblamogaru, with individual estimated costs ranging from ₹50 lakh to ₹2.06 crore.

MUDA commissioner Mohammed Nazeer said more than 100 applications had been received for lake and park development. The authority said development at such sites would proceed only when the local administration or gram panchayat provides a consent letter for their maintenance.

Shetty also said that a state government circular issued on February 18 had removed the requirement for landowners within MUDA’s approved master-plan area to obtain a separate land-conversion order from the deputy commissioner or tahsildar offices. Under the stated process, MUDA can approve single-site or layout plans directly according to the zoning assigned to the land in the master plan.

The authority further said the penalty for unauthorised building layouts had been reduced from 15 per cent to 1 per cent for unauthorised subdivided plots registered before March 26, 2011. MUDA is also working to address technical and administrative obstacles affecting the submission of survey maps required for site and layout approvals in urban and rural areas. A public help desk is expected to begin at the authority’s entrance within a month as part of its plan for more accessible administration.
