Jamia Protest FIR Names Congress MPs Over Alleged Campus Entry

A First Information Report registered over the ongoing student protest at Jamia Millia Islamia alleges unauthorised entry by Congress MPs, damage to university property and the disruption of academic activity on the campus. The FIR was registered at Jamia Nagar police station on October 25 on a complaint by university Registrar Md Mahtab Alam Rizvi.

The complaint relates to an agitation that began on October 12, with students demanding the restoration of the Jamia Millia Islamia Students’ Union and the withdrawal of disciplinary action against protesters. Elections to the students’ union have not been held since 2006, according to the report.

According to the FIR, Congress MP Imran Pratapgarhi allegedly entered the campus on October 21 after breaking the lock of Gate No. 4A. Congress MP Imran Masood is alleged to have entered on October 23 by scaling a boundary wall near Gafoor Nagar with the assistance of a ladder. The allegations are contained in the registrar’s complaint and remain subject to investigation.

The complaint also refers to the visit of Samajwadi Party MP Mohibbullah Nadvi, who was detained while travelling towards the university, and to the presence of other political leaders at the protest site without prior intimation to the administration. The FIR alleges that people who were neither students nor university employees entered the campus during the agitation.

A central incident cited in the complaint occurred on October 24, when outside persons allegedly occupied and locked the Department of Political Science building. The registrar alleged that the incident obstructed normal academic activities and interfered with the functioning of the institution. The complaint also refers to alleged graffiti on university walls, damage to property and the alleged manhandling of employees who sustained injuries.

The FIR invokes provisions of the Bharatiya Nyaya Sanhita relating to criminal trespass, wrongful restraint, voluntarily causing hurt, mischief, criminal intimidation, criminal conspiracy and common intention. It also invokes the Prevention of Damage to Public Property Act, 1984, and the Delhi Prevention of Defacement of Property Act, 2007.

The university has shifted classes across all courses to online mode, citing concerns about the safety and security of students. It has maintained that Gate No. 18 is the designated location for protests and described the agitation at the Gulistan-e-Ghalib lawns as an unauthorised occupation.

The Students’ Federation of India unit at Jamia has separately alleged that police detained students outside Gate No. 7 and that university officials attempted to remove protesters, dismantle their tents and drag women students during a confrontation. These allegations could not be independently verified from the supplied report. The FIR and the counter-allegations place access control, protest regulation and the continuity of academic operations at the centre of the dispute as the investigation proceeds.
