Mumbai Port Authority has invited domestic and international bids to develop a Rs 922.67-crore marina at Victoria Dock, opening a new phase in the city’s plans for yacht berthing, sailing, marine tourism and waterfront hospitality. The project, named the Viksit Bharat Mumbai Marina, will be offered under a Design, Build, Finance, Operate and Transfer model with a 45-year concession.
The marina will occupy a protected water area of 37.3 hectares. Its first phase is planned to include 424 berths, while the completed facility is expected to accommodate up to 604 yachts. The tender makes the concessionaire responsible for developing the landside facilities, expanding berthing capacity beyond Phase I, and operating and maintaining the marina before transferring the assets to the port authority at the end of the concession period.
Marine works have already started, according to the Mumbai Port Authority. These include a piled breakwater with an approach trestle of about 150 metres, six piled service platforms, floating pontoons and gangways for approximately 424 berths, as well as capital dredging. The authority said environmental and Coastal Regulation Zone clearances had been obtained for the entire project area.
The planned facilities include a marina terminal building, an international-standard sailing school, a yacht club, a yacht repair yard at Haji Bunder, dry-stack storage, a fuel station, a five-star hotel, a tourism business centre, food and beverage outlets, retail areas and a ground for boat shows and events. The project is intended to support marine tourism, sailing, yacht services and hospitality within Mumbai’s historic harbour.
The tender follows a single-stage, two-envelope electronic bidding process. The main financial parameter will be the percentage of gross revenue offered to the Mumbai Port Authority, with the bidder quoting the highest share designated as the preferred bidder. Individual companies and consortia of up to four members can participate.
The deadline for pre-bid queries is October 28. The first pre-bid meeting is scheduled for October 30, followed by a second meeting on November 25. Bids must be submitted by December 15, 2026. The request for proposal, draft concession agreement and feasibility report have been made available through the e-procurement portal.
Mumbai Port Authority chairperson Dr M Angamuthu said the marina would open part of the working harbour to organised marine tourism, sailing and waterfront services while keeping port operations and safety central to the project. The initiative forms part of the authority’s wider harbour and waterfront-development plans, which also include the Mumbai International Cruise Terminal, the water taxi network and heritage waterfront precincts.
The tender announcement does not specify a completion date or explain the proposed arrangements for public access to the facilities. The project’s eventual delivery will therefore depend on the bidding process, investor participation, phased construction and the concessionaire’s ability to develop demand for marina services. The immediate milestones are the two pre-bid meetings and the December 15 bid deadline.
