The Uttar Pradesh government has extended Rakesh Kumar Singh’s tenure as chief executive officer of the Yamuna Expressway Industrial Development Authority (YEIDA) and Noida International Airport Ltd (NIAL) for another year, keeping him in charge as the Jewar airport region moves towards commercial operations and large-scale urban development.
The Industrial Development Department issued the order late Wednesday, providing for Singh’s re-employment from October 1, 2026, to September 30, 2027, or until further orders. The order was issued a day after his existing one-year re-employment term ended on September 30.
The extension is Singh’s second consecutive term after his superannuation. A 2009-batch IAS officer, he retired from government service in September 2025 and was subsequently re-employed for a year as the CEO of YEIDA and NIAL. He took charge of both organisations in July 2025, replacing Arun Vir Singh.
Singh’s continuation comes as the Yamuna region enters a significant implementation phase. Noida International Airport at Jewar is moving towards commercial operations, while YEIDA is pursuing industrial, logistics and urban-development projects around the airport-led Yamuna City. The authority’s responsibilities include coordinating development across a region where transport infrastructure, employment-generating projects and new urban centres are being planned together.
During Singh’s tenure, YEIDA has focused on bringing allotted industrial units into production, developing new industrial clusters and accelerating infrastructure around the airport, according to the report. The authority is also pursuing a multimodal logistics park and new urban centres as it seeks to increase development activity around the airport.
The extension therefore preserves administrative continuity across two institutions with closely connected responsibilities. YEIDA is the development authority overseeing land, industrial projects and urban expansion in the Yamuna region, while NIAL is responsible for the airport company at the centre of the area’s emerging growth strategy. Singh’s dual role places the two bodies under the same chief executive during the next phase of project execution.
The timing also links the personnel decision to a period when the region’s development agenda is moving from planning and allotment towards implementation. Bringing industrial units into production, creating logistics capacity and building supporting infrastructure will require coordination between the development authority and the airport company. The order does not specify any change to the projects or announce a revised implementation schedule.
Before becoming YEIDA and NIAL CEO, Singh had served as secretary to Chief Minister Yogi Adityanath and had earlier worked as additional CEO of YEIDA during 2015-16. His latest appointment will remain in force until September 30, 2027, unless the state government issues further orders.
