The Pimpri-Chinchwad Municipal Corporation has ordered an inquiry into allegations of financial irregularities and corruption involving officials in its building-permission department after Maharashtra Chief Minister Devendra Fadnavis directed Municipal Commissioner Vijay Suryawanshi to investigate the matter, according to a report by Loksatta – Pune.
The municipal commissioner has subsequently issued a show-cause notice to a concerned executive engineer, the report said. The notice seeks an explanation from the official following allegations raised by Bharatiya Janata Party corporator Tushar Hingे before the chief minister. The report did not state the deadline for the response or identify the officer by name.
Hinge’s complaint alleged that a deputy city engineer and an executive engineer had been working in the building-permission department for several years and had misused their authority to financially pressure citizens. The allegations have not been established, and the inquiry is expected to examine the conduct of the officials and the processes followed by the department.
According to the complaint cited in the report, applications submitted for building approvals were allegedly delayed after officials raised technical difficulties, deficiencies or objections. It also alleged that applicants faced unnecessary legal and procedural obstacles, including objections relating to original development plans, changes to roads and references to sanctioned reservations.
The allegations relate to a department that handles applications affecting construction activity, development proposals and approvals within the municipal limits. The report did not provide the number of applications involved, the monetary value of the alleged irregularities, or details of any specific project affected by the claims.
The inquiry follows the chief minister’s direction to the municipal commissioner. The report did not include a response from the officials named in the complaint, nor did it state whether the concerned officers had submitted replies to the show-cause notice. The municipal corporation has also redistributed responsibilities among senior engineering officials. City Engineer Manoj Sethia has been assigned charge of five departments, including water supply and building permissions. Chief Engineer Pramod Ombase has been given responsibility for important civil-engineering departments and water-supply pipeline projects. Commissioner Suryawanshi issued the order covering the revised allocation of work.
The next formal step is the response to the show-cause notice and the inquiry ordered into the allegations. Further action will depend on the findings of the municipal investigation and the explanations submitted by the officials concerned.
