Maharashtra’s Food and Drug Administration has sought replies from five restaurants and food outlets at the Mumbai Cricket Association premises in Bandra-Kurla Complex over alleged violations involving their licensing and operating arrangements.
Mumbai | September 7, 2026 — FDA Commissioner Tukaram Mundhe said the department issued notices after finding that the MCA was registered as the food business operator for the premises, while the outlets were being operated by another entity that did not hold a separate food licence or registration.
Mundhe said a food licence is issued to a specific entity for a particular premises and activity. An operator other than the licensed entity, he said, cannot run the business under a licence issued in the MCA’s name.
The issue concerns four or five locations at the MCA facility, according to the FDA commissioner. The department will consider the responses from the concerned establishments before deciding on further action. The notices were issued in accordance with directions from the Bombay High Court, Mundhe said.
The five establishments named in the earlier regulatory action were Permit Room, Pavilion, Mediterranean, Oriental Swing, and Clubway & Pastry Counter. The FDA had previously suspended their food licences following inspections that identified alleged hygiene lapses and structural violations.
The outlets were reportedly being operated by third-party contractor Shirke Infrastructure, while the food business operator licences remained in the MCA’s name. The establishments were later allowed to reopen after intervention by the Bombay High Court last month.
Mundhe said the latest notices relate specifically to the licensing arrangement and the operation of the establishments by an entity other than the one holding the food business operator registration. He said any entity actually operating a food business must obtain the required licence or registration in its own name before starting operations.
The FDA is expected to pass further orders after receiving and examining the replies from the restaurants and other concerned establishments.
