A proposal to build a modern mental hospital on two vacant plots in Vashi has been submitted to the Navi Mumbai Municipal Corporation (NMMC), adding a new healthcare and land-use demand to an ongoing dispute over hospital projects in the city.
Shiv Sena (Eknath Shinde) corporator Kishor Ashok Patkar has asked the municipal administration to seek possession of plots 1 and 5 in Sector 19-F from the City and Industrial Development Corporation (CIDCO), if the land is vacant, and use them for a modern mental hospital. Patkar has submitted a letter to the municipal secretary seeking to place the proposal before the corporation’s general body meeting in September.
The proposal is a demand for consideration and does not represent an approved hospital project. Its submission comes as political disagreement continues over a proposed super-speciality hospital and medical college associated with MLA Manda Mhatre. The new demand brings mental healthcare infrastructure into the discussion around Navi Mumbai’s hospital planning.
In a letter addressed to the municipal commissioner on September 2, Patkar sought details about the two plots, including the purpose for which CIDCO allotted them and the institutions or members to whom they were assigned. He also asked the administration to clarify the plots’ current legal and physical status and whether records, resolutions and other documents relating to them were available with the municipal corporation.
Patkar has also sought information on whether construction permissions were issued for the plots and whether CIDCO’s no-objection certificate was obtained before any permission was granted. If permissions were issued without such a certificate, he has asked the administration to explain the rule under which they were granted.
The corporator’s questions also cover the payment of ‘no dues’ amounts linked to the plots. He has asked whether the dues have been fully paid and, if not, what action was taken against the concerned individuals or institutions. The letter further seeks details of any reservation on the plots under the development plan, including the type and number of the reservation. If there is no reservation, Patkar has asked why one was not made.
The proposal places the status of the two Vashi plots at the centre of any possible decision on a mental hospital. Before land can be considered for such a facility, the municipal administration would have to establish its ownership or allotment history, legal status, development permissions and planning designation. Patkar has asked for the plots to be transferred from CIDCO to NMMC for the proposed facility if they are found to be vacant.
