The Maharashtra Housing and Area Development Authority (MHADA) has begun the process of vacating four buildings at the Pratiksha Nagar transitional camp in Sion after they were declared highly dangerous, with 265 residents now set to be temporarily relocated before receiving homes under a proposed cluster redevelopment plan.
The decision was taken at a recent meeting involving MHADA’s Mumbai Building Repairs and Reconstruction Board. Residents had opposed vacating the buildings without an assurance that they would be rehabilitated at the same location. Officials have now decided to move the 265 residents temporarily for three years and provide them homes in two new buildings planned under the Pratiksha Nagar cluster redevelopment project.
The transitional camp at Pratiksha Nagar has 65 buildings. According to a structural assessment by the Indian Institute of Technology, buildings T36, T37, T53 and T54 have become highly dangerous. The report, as cited in the source material, states that a tunnel belonging to the Brihanmumbai Municipal Corporation runs beneath the buildings and that its impact contributed to their dangerous condition.
MHADA’s Mumbai Board is studying the cluster redevelopment of Pratiksha Nagar. The proposed redevelopment would include all 65 buildings in the transitional camp as well as MHADA buildings in the area that are more than 30 years old. The plan is still at the study and decision-making stage, according to the information available in the report.
Under the proposal discussed at the meeting, two of the six buildings planned in the sale component on the transitional camp site would instead be constructed for the 265 camp residents. Residents classified under category A, described as the original occupants, would receive homes with permanent ownership rights in these buildings.
The position of residents in categories B and C, described in the report as people involved in purchase and sale transactions involving the homes, will depend on a pending High Court decision. MHADA is expected to take further action in those cases according to the court’s ruling.
The relocation plan has not yet fully resolved the residents’ concerns. The all-party Sion-Pratiksha Nagar Action Committee has said that the decisions taken at the meeting should be provided in writing before residents vacate their homes. Officials have stated that the decision concerning on-site rehabilitation will be communicated in writing.
The immediate next step is the temporary relocation of residents and the evacuation of the four buildings declared highly dangerous. The longer-term rehabilitation will depend on the proposed cluster redevelopment, the written communication to residents and the High Court’s decision regarding categories B and C.
