Pune Water Network Moves Towards Measured Consumption
Pune: Pune’s long-delayed 24×7 water supply programme is moving into a testing phase, with the municipal corporation preparing to record household consumption across 60 completed distribution zones from October. The exercise will generate sample bills without collecting money from residents, allowing the civic body to test metering, billing and distribution before the system is expanded across the city.
The programme covers 144 water distribution zones, of which around 60 have reached completion of the core infrastructure. The wider project is about 88% complete, according to civic officials. The planned network includes 83 overhead storage tanks, more than 1,000 km of distribution pipelines and around 2.75 lakh consumer meters. The trial matters because Pune has historically supplied water intermittently in many areas, making it difficult to measure actual household consumption and identify losses across the network. PMC’s own project framework identifies equitable supply, reduction of non-revenue water and better monitoring as key objectives. Non-revenue water refers to treated water that is produced but lost through leakage, unauthorised use or other distribution inefficiencies. Under the pilot, meter readings will be used to understand consumption patterns and produce dummy bills. Residents will not be charged during this stage. Actual tariff collection based on measured consumption is expected only after the complete 24×7 system is operational.
For households, the approach provides an important transition period. Metering changes the relationship between water supply and payment because consumption becomes measurable rather than being assessed through a largely fixed system. That makes accuracy, public communication and a clear grievance mechanism important before any permanent billing regime begins. The environmental implications are equally significant. Pune’s water security depends not only on securing additional supply, but also on reducing avoidable losses after water has been treated and pumped. PMC’s planning material says the system is intended to improve water efficiency and reduce wastage while supporting more reliable distribution. However, implementation remains uneven. Land constraints have affected infrastructure construction in some areas, while resistance to meter installation has also slowed work. Officials have held discussions with residents and housing societies to address these concerns.
The project has also taken considerably longer than originally envisaged, making the upcoming trials a test of delivery as much as technology. Urban planners say the value of a metered network will depend on whether data is actually used to detect leaks, manage pressure and improve service quality rather than simply support future billing. For Pune, the next milestone is therefore not the first sample bill but the quality of information generated from it. If the trial produces reliable consumption data and helps identify weaknesses before citywide rollout, it could provide a stronger foundation for a more equitable and resource-efficient urban water system.
