Kolkata Water Flows Face Fresh Farakka Pressure

Kolkata’s water and river systems are again drawing attention as rising Ganga levels in Bihar trigger changes in the operation of the Farakka Barrage in West Bengal. The development matters beyond the flood situation upstream: Farakka regulates part of the Ganga flow feeding the Bhagirathi-Hooghly system, which has long been linked to Kolkata’s port, navigation and freshwater conditions.

The Bihar government recently asked West Bengal to open all gates of the barrage as Ganga levels rose above danger marks in several locations. West Bengal subsequently opened the gates, according to official reports. The immediate objective was to increase downstream river movement and reduce pressure in flood-affected areas of Bihar.For Kolkata, the significance lies in how closely the city remains connected to a river system managed hundreds of kilometres upstream. Farakka is around 300 km north of Kolkata and was built to divert Ganga water into the Bhagirathi-Hooghly system. Its feeder canal can carry about 40,000 cusecs, supporting the river system on which Kolkata’s historic port and navigation network depend.That makes barrage operations an infrastructure issue as much as a flood-management decision. Changes in river flows can affect navigation, sediment movement and the wider ecological balance of the Hooghly. The Farakka project itself identifies improving the Bhagirathi-Hooghly system, reducing salinity and supporting water availability around Kolkata among its core functions.

The latest episode also highlights a wider weakness in managing river-dependent cities. Kolkata’s flood risks are not determined by upstream barrage operations alone. Local rainfall, drainage capacity, tidal conditions, siltation and the condition of outfall channels all influence urban flooding. West Bengal’s own flood-management assessment notes that the Bhagirathi-Hooghly basin faces drainage constraints and that tidal conditions can worsen flood impacts.That distinction is important for the city. A higher river flow does not automatically translate into better flood protection for Kolkata, just as opening a barrage cannot by itself resolve Bihar’s flood pressures. Decisions need to account for the entire river basin, including communities living along vulnerable banks and the downstream urban economy.

Kolkata is already investing in more localised flood resilience, including restoration of water bodies, improved pumping infrastructure, drainage upgrades and flood-warning systems. The Farakka episode reinforces why those measures need to sit alongside coordinated basin-level water management.For Kolkata, the immediate issue is not simply how much water moves through the Hooghly, but whether river, drainage and flood decisions across the basin are coordinated closely enough to protect people, livelihoods and critical urban infrastructure.
