Delhi: The national capital is preparing for a significant shift in urban mobility after unveiling a new electric vehicle roadmap that combines phased transport reforms with expanded charging infrastructure, financial incentives and power network planning.

The policy is expected to influence how residents, businesses and logistics operators transition towards cleaner mobility while addressing one of the city’s largest contributors to air pollution. The four-year framework places its strongest emphasis on vehicle categories that dominate Delhi’s roads, including two-wheelers, three-wheelers and light commercial vehicles. Officials estimate that transport accounts for a sizeable share of the city’s winter air pollution, making these segments central to emission reduction efforts. The Delhi EV Policy introduces phased restrictions on registrations of new fossil fuel-powered vehicles in selected commercial categories rather than restricting vehicles already in operation. To support the transition, the government plans to substantially expand public charging infrastructure over the policy period. Alongside new charging stations, authorities are proposing a single-window approval mechanism for private charging installations and dedicated institutional oversight to improve implementation.

Urban planners note that charging accessibility remains one of the biggest barriers to wider electric vehicle adoption, particularly for commercial fleets and apartment residents. The Delhi EV Policy also attempts to reduce the financial burden of switching to electric mobility through purchase incentives, tax exemptions and vehicle scrappage benefits. Officials have indicated that digital processing of subsidy applications and defined timelines for approvals are intended to address delays experienced under earlier incentive programmes. Financial institutions are also expected to play a greater role through affordable financing options for prospective buyers. Another major consideration is the city’s electricity demand. As electric vehicle numbers grow, policymakers are examining measures such as differential electricity tariffs to encourage charging during off-peak hours. The strategy is expected to work alongside ongoing investments in renewable energy generation and grid management, reducing pressure on peak demand while supporting long-term decarbonisation objectives. Beyond vehicle adoption, the policy acknowledges the environmental implications of battery disposal.

Authorities are exploring an extended producer responsibility approach under which authorised recyclers and battery manufacturers would remain accountable for safe collection and recycling. Experts argue that responsible battery management will be essential if electric mobility is to deliver its intended environmental benefits without creating new waste challenges. The wider announcement also linked clean mobility with broader urban resilience initiatives, including drainage upgrades, fire safety enforcement and infrastructure modernisation. While these initiatives address separate civic challenges, they reflect an integrated approach to urban governance where transport, energy, environmental management and public safety increasingly intersect. For residents and businesses, the coming years will determine whether policy ambitions translate into reliable infrastructure, affordable mobility and measurable improvements in air quality. Successful implementation will depend not only on financial incentives but also on coordinated planning across transport, energy and municipal systems, ensuring the transition supports both economic activity and a more climate-resilient capital.
