Thane Coastal Corridor Enters Environmental Assessment Phase

The proposed second phase of the Thane Coastal Road has entered the environmental approval stage, marking a crucial milestone before construction can proceed on one of the Mumbai Metropolitan Region’s major transport projects. While the corridor aims to improve regional connectivity and ease congestion, the proposal has also renewed focus on balancing infrastructure expansion with the protection of sensitive coastal ecosystems. The Thane Coastal Road Phase II project has been submitted for Coastal Regulation Zone (CRZ) clearance as part of the statutory environmental approval process. Estimated to cost more than ₹5,140 crore, the proposed six-lane corridor will extend approximately 7.13 kilometres and is intended to strengthen connectivity within the Thane region while integrating with the wider transport network across the Mumbai Metropolitan Region.

According to planning documents, the project has been categorised as essential public infrastructure. However, the environmental appraisal is expected to closely examine its potential ecological impact, particularly because sections of the alignment pass through environmentally sensitive coastal areas containing mangrove ecosystems. The proposal acknowledges that around 12.72 hectares of mangrove cover could be affected, with approximately 1,733 mangrove trees identified within the project footprint. Environmental experts have consistently highlighted the ecological importance of mangroves in the Mumbai Metropolitan Region. Beyond supporting biodiversity, these ecosystems act as natural barriers against coastal erosion, tidal flooding and storm surges while serving as significant carbon sinks that contribute to climate resilience. Urban planners therefore argue that transport infrastructure in coastal areas should minimise ecological disturbance wherever feasible and incorporate robust mitigation measures where environmental impacts cannot be avoided. Supporters of the Thane Coastal Road Phase II project contend that the corridor could improve east-west connectivity, reduce travel times and ease pressure on existing arterial roads that experience recurring congestion.

Better transport links may also improve access between residential areas, commercial districts and emerging economic centres, potentially supporting productivity and regional economic growth. However, sustainable mobility specialists caution that additional road capacity should form part of an integrated transport strategy rather than functioning as a standalone solution. They argue that investments in road infrastructure should be complemented by public transport expansion, pedestrian facilities and cycling infrastructure to prevent long-term increases in private vehicle dependence and transport-related emissions. The environmental clearance process is expected to assess not only mangrove impacts but also coastal hydrology, drainage patterns, construction methodologies and proposed compensatory measures. Independent scrutiny of these aspects will be critical in determining whether the project can achieve its mobility objectives while maintaining compliance with environmental regulations governing India’s coastal zones.

As metropolitan regions continue to expand, infrastructure projects increasingly face the challenge of balancing development with ecological conservation. The outcome of the environmental review for the Thane Coastal Road Phase II will therefore be significant not only for regional transport planning but also for establishing how future urban infrastructure can advance connectivity while protecting natural assets that are essential for long-term climate resilience and sustainable city development.
