Telangana’s voter roll revision has placed more than 73.57 lakh electors at risk of exclusion from the final electoral rolls, while 14,00,835 cases remained under scrutiny as the process entered its final phase, according to Telangana Today’s report citing Chief Electoral Officer C. Sudharsan Reddy. Electors who do not respond to notices by November 5 could be removed from the final list, which is scheduled for publication on November 9.
The Special Intensive Revision began with 3,38,26,448 electors on Telangana’s rolls. Of these, 2,64,87,213 submitted enumeration forms, while 73,39,235 were categorised as Absent, Shifted, Dead or Duplicate, or ASDD. The classification is being used for electors whose records could not be retained through the revision process, subject to the prescribed notice and hearing stages.
Notices were generated for 92,88,187 electors who either could not be mapped to the 2002 electoral roll used for the exercise or whose forms contained logical discrepancies. These included spelling errors in names and differences in age details. By Tuesday, 92,44,446 notices had been served, while 43,741 remained pending delivery.
The revision process has already cleared a substantial number of cases. Hearings had been completed for 86,02,606 electors, of whom 78,87,352 had been marked for inclusion in the final electoral roll as of Tuesday. The remaining cases are subject to the notice, claims and objections process under the revised schedule.
The numbers are particularly significant in Hyderabad, where the electoral roll covers 15 Assembly constituencies. The city had 47,36,669 electors before the revision began. Of these, 27,95,225 submitted enumeration forms, while 19,41,444 were placed in the ASDD category.
In Hyderabad, notices were generated for 12,53,876 electors because of discrepancies in their forms or because their names could not be mapped to the 2002 roll. Notices had been served to 12,41,369 of them. Hearings had cleared 10,03,221 cases, taking the number of electors marked for inclusion in the final list to 25,44,524 as of Tuesday.
The hearing process also identified 18,131 voters in Hyderabad as ineligible for inclusion in the final electoral roll. They are set to be excluded from the final list, according to the report.
The revision places the burden of responding to notices on electors whose records require clarification. For residents in a city as large and mobile as Hyderabad, the process affects people whose addresses, household details, names or age records may have changed over time, as well as those whose records do not correspond with the older electoral roll being used for mapping.
Under the revised schedule, the issuance of notices and disposal of claims and objections will conclude on November 5. Telangana’s final electoral rolls are scheduled to be published on November 9.
