Secretariat Colony Road Shows Chennai’s Utility Handover Problem

A Chennai street can have its underground pipeline completed and still remain unusable months later.

Secretariat Colony’s 3rd Main Road in Thoraipakkam now provides a compact example of why.

The Chennai Metropolitan Water Supply and Sewerage Board says the underground pipeline along the road was completed on June 21. Yet residents were still navigating a muddy, slippery surface in August, with light rain turning the unpaved portions into slush.

The agency says the slushy material is being scraped away and replaced with suitable filling material that will be compacted to make the road motorable.

That response is necessary.

It is not the end of the project.

The pipe is complete. The sewer project is not.

The critical detail is that Metro Water distinguishes the main pipeline from the connections serving individual properties.

Of the 60 household sewer connections planned on the road, only 24 have been completed. Another 36 remain. CMWSSB says it will hand the road over to GCC for permanent restoration only when those remaining connections are finished.

That means just 40% of the listed household connections are currently complete, based on CMWSSB’s figures.

This explains part of the delay.

Relaying the road before the remaining connections are installed could result in a newly surfaced road being cut open again.

Avoiding repeated excavation is sound infrastructure sequencing.

But that sequencing creates a second responsibility:

the road must remain safe and genuinely motorable while the underground project remains open.

Residents should not have to choose between receiving sewer infrastructure eventually and having a usable street today.

Temporary restoration needs a standard

“Motorable condition” is too vague to function as a service standard.

A properly stabilised temporary road should be assessed for:

  • compaction;
  • surface level;
  • absence of deep wheel ruts;
  • drainage after rainfall;
  • safe manhole levels;
  • pedestrian passage;
  • two-wheeler safety;
  • loose material;
  • and access to adjoining homes.

That matters particularly on 3rd Main Road because residents described it as an important connecting route and said the muddy conditions had become a safety hazard for motorists, pedestrians and children.

The repair should therefore be inspected after rain—not only immediately after earth is compacted.

If the filling becomes slush after the next shower, the intervention has not restored meaningful motorability.

GCC already has a road-cut procedure

Greater Chennai Corporation’s road-cut SOP establishes that service agencies carrying out excavation are responsible for more than simply installing their utility.

The SOP requires excavated portions to be filled with suitable earth and compacted according to IRC specifications. It also says surplus earth should be removed promptly, work sites should remain neat and agencies must take precautions to prevent accidents.

After road-cut work is completed, the service department must inform GCC within 24 hours and upload photographs and a completion certificate to the Corporation portal.

These provisions reveal an important distinction.

There are effectively two handovers:

physical handover: the underground work is sufficiently complete for the street to be restored.

administrative handover: documentation, completion information and clearance allow GCC to take up permanent relaying.

A well-managed system should make the gap between those two events short and transparent.

Secretariat Colony remains between two agencies

Residents were told that GCC could relay the road only after Metro Water completes its work and issues the required clearance. GCC had meanwhile asked CMWSSB to remove the mud and make the unpaved sections safer.

That division of responsibility is procedurally understandable.

For the resident, it creates a familiar problem:

Metro Water says underground works remain.
GCC says it cannot relay until Metro Water finishes.
The road remains damaged between them.

The public should not have to manage that institutional interface.

A road-cut permit should itself create a common project timeline extending from first excavation to permanent road reinstatement.

Chennai has seen this failure pattern before

This is not unique to Secretariat Colony.

Chennai has repeatedly faced damaged streets remaining unfinished after water, sewerage and other underground utility works. Past reporting from areas including Thoraipakkam, Royapuram and Kottivakkam documented potholes, sand-filled excavations and slushy surfaces after utility works, particularly before the northeast monsoon.

Choolaimedu experienced a similar handover problem in 2025: underground sewage works were largely completed, but interior roads remained hazardous while permanent restoration awaited the procedural transition to GCC.

A later Perambur case demonstrated the opposite failure: Metro Water had reportedly issued the required clearance, but GCC restoration was still delayed.

Together these cases show that the problem has at least three possible bottlenecks:

utility completion → NOC/handover → municipal relaying

Fixing only one stage does not fix the complete road-restoration system.

Chennai should use one road-cut ID from excavation to relaying

Every utility excavation should receive a unique digital road-cut identifier.

The public record should show:

That is far more informative than either agency simply saying work is “nearing completion.”

Household connections should be sequenced street by street

The project also raises a construction-management question.

If 60 individual sewer connections must be completed before permanent resurfacing, those connections should be executed in concentrated street packages wherever technically possible.

The optimal sequence is:

main line → all property connections on the stretch → testing → closure → NOC → permanent road restoration

not:

main line → scattered connections over several months → repeated excavations → temporary filling → rain damage → later permanent road.

Street-by-street completion reduces:

  • repeat excavation;
  • prolonged mud;
  • traffic disruption;
  • restoration cost;
  • and risk of resurfaced roads being cut again.

The monsoon makes temporary quality more important

Metro Water says it is accelerating the remaining UGD work before the monsoon.

That increases the importance of the temporary surface.

An unpaved road that is acceptable in dry weather may become dangerous after repeated rainfall if:

  • the backfill is poorly compacted;
  • drainage is interrupted;
  • manholes sit above or below grade;
  • excavation settles;
  • or loose soil becomes mud.

This is exactly the condition residents have been describing.

The correct pre-monsoon metric should therefore not simply be:

household connections completed.

It should also be:

every open or recently filled road cut is safe under rain.

What should happen next

CMWSSB should publish a specific completion date for the remaining 36 household sewer connections.

Once they are completed, the public should be able to see:

  1. the connection works tested;
  2. completion reported to GCC;
  3. NOC/handover issued;
  4. GCC restoration scheduled;
  5. permanent surface completed;
  6. manhole levels checked;
  7. drainage tested;
  8. the street inspected after rainfall.

The final inspection matters.

The objective is not to restore the street photographically.

It is to restore its structural and functional condition.

The public-interest test

Metro Water deserves credit for responding quickly to the latest complaint and beginning immediate remedial work.

But the episode demonstrates why Chennai needs to stop treating underground utility completion and road restoration as separate administrative stories.

For residents, they are one project.

A sewer connection is not fully delivered when the pipe reaches the house if the street outside remains unsafe for months afterward.

The complete infrastructure outcome is:

sewer installed → household connected → excavation stabilised → road restored → street safely usable.

Until that chain is complete, the project remains unfinished from the citizen’s point of view.
