RIICO Seeks NGT Relief to Save Jaipur’s VKI Industrial Units

The Rajasthan State Industrial Development and Investment Corporation (RIICO) has approached the National Green Tribunal (NGT), Bhopal, seeking relief over Khasra No. 7/2 in Beed Papad village and protection for industrial units operating on the land in Jaipur’s Vishwakarma Industrial Area (VKI).

RIICO has proposed reserving 2.9087 hectares at another location within VKI for forestry purposes and has offered to bear the entire cost of afforestation. The proposal is intended to address the land’s forestry-related requirements while limiting the impact on industrial units operating at the disputed site.

The move follows an NGT direction issued on September 16, 2026, while hearing an application filed by Kamalkant Tiwari. The tribunal directed the forest department to take possession of the 2.9087 hectares under Khasra No. 7/2. RIICO has said that implementing the direction could adversely affect several industrial units in the area.

The corporation has therefore placed an alternative arrangement before the tribunal. Under the proposal, an equivalent area elsewhere within Vishwakarma Industrial Area would be earmarked for forestry purposes, with RIICO funding the complete afforestation work on that land.

Vishwakarma Industrial Area is one of Jaipur’s major industrial zones, and the dispute places operating businesses at the centre of a conflict involving land classification, forest obligations and industrial activity. The corporation’s application seeks to protect the interests of entrepreneurs while pursuing a resolution through the legal process.

RIICO has also appointed an Additional Advocate General and a senior advocate to represent its position before the tribunal. The appointments are intended to help the corporation present its case and seek a workable arrangement for the affected units.

The matter illustrates the immediate administrative challenge created when industrial activity and land-related environmental directions overlap. For the units operating in the area, the NGT’s eventual decision will determine whether the proposed alternative land and afforestation arrangement can be accepted in place of the direction concerning Khasra No. 7/2.

RIICO said it was taking the interests of the industrial units into account while pursuing an appropriate resolution. The NGT is expected to hear the corporation’s applications soon.
