Rayalaseema’s Drought Legacy Deepens as Groundwater Runs Dry

Rayalaseema’s drought crisis is being revived as a present-day warning by rainfall deficiencies, high temperatures and rapidly depleted groundwater, with farmers in Andhra Pradesh’s Anantapur and Sri Sathya Sai districts reporting severe crop and orchard losses. The immediate trigger is an El Niño warning and a rain-deficit scenario, but the evidence presented by Deccan Chronicle shows that the region’s vulnerability is not a one-season event. It is the product of repeated rainfall failures that have shaped livelihoods, land use, migration and rural infrastructure for centuries.

The region’s drought history reaches back to at least the late 14th century. Historical records cited in the report refer to severe droughts in 1391-92 and 1396-97. An inscription at the Sri Lakshmi Narasimha Swamy temple in Kadiri, in Sri Sathya Sai district, describes starvation so extreme that human skulls were said to roll in the wind outside the temple. The period became associated with the Devi or Durgadevi famine.

That historical record is significant because it places present-day water stress within a much longer cycle. Rayalaseema’s droughts have repeatedly translated into food shortages, livestock deaths, migration and crop failure. The 19th century saw major drought episodes in 1832, 1837, 1854, 1860-61, 1868 and 1870-76. The most devastating was the 1876-78 Dhatukaru famine, also known as the Dokkala, Great or Mushti famine. The report says the famine left people reduced to skin and bones, while lakhs died of hunger in Rayalaseema. It also records that twice as many milch animals either died or were sold to slaughterhouses because fodder was unavailable.

The pattern continued into the 20th century. Historian K Narayana, cited in the report, identified major drought episodes in 1901, 1905, 1907-08, 1911-13, 1917 and 1923-24. After Independence, the region experienced the 1946-51 and 1948-53 famine periods. Government agencies, the Ramakrishna Mission and Communist organisations operated gruel centres during those crises, providing emergency food support.

This history reveals an important distinction between a drought as a weather event and drought as an institutional and economic condition. Rainfall failure may begin the crisis, but its consequences depend on how much water is stored, how agriculture is organised, whether livestock can be sustained, and what public support is available when incomes collapse. In Rayalaseema, the repeated recurrence of these pressures has made water availability a central determinant of household security.

The present situation described in the report shows how quickly that vulnerability can move across the rural economy. In 2023, around 90 per cent of agricultural land in the region, particularly in the Satya Sai and Anantapur areas, was affected by drought, with 49 mandals declared drought-hit. The current rainfall deficiency has crossed 70 per cent in some Rayalaseema districts, while temperatures have remained above 40 degrees even in September, according to the report.

The consequences are visible across several types of cultivation. Groundnut and intercrop red gram have suffered extensive losses. Cotton planted in black cotton soils has also faced additional damage. Orchards, which are often treated as longer-term investments and can provide income beyond a single crop cycle, have not been insulated from the crisis. Sweet orange, banana and pomegranate orchards reportedly perished because borewells could not provide sufficient water.

The account of a farmer from Bathalapalli cutting down a 10-year-old sweet orange orchard illustrates the fixed-cost nature of groundwater dependence. An orchard represents years of planting, maintenance and expected future income. Once groundwater levels fall beyond the reach of existing wells, the loss is not limited to one harvest. The farmer loses the productive asset itself, while the land may require substantial time and investment before it can support another crop.

The groundwater situation described in Anantapur is particularly severe. Groundwater department officials estimate that the area requires at least 150 tmc-ft of rainfall-derived water to recharge its groundwater sources. The report does not establish how much recharge has occurred in the current season, but the gap between this requirement and the reported rainfall deficit points to the scale of the challenge facing wells, farms and settlements dependent on underground reserves.

A farmer from the Madakasira area, Manjunath, told the newspaper that groundwater was unavailable even at a depth of 1,200 feet. He was unable to save a 10-acre arecanut orchard. This account indicates that deeper drilling is no longer a reliable solution for every farm. Where aquifers are not adequately replenished, increasing well depth can raise costs without restoring dependable water access.

The institutional problem is therefore larger than the availability of individual borewells. Groundwater is a shared resource, but extraction is often experienced at the level of individual farms and private investment. When rainfall is irregular and recharge is weak, each new borewell can become a response to the previous well’s failure. That response may protect one farm temporarily, but it does not by itself increase the water available across the aquifer.

The report’s historical evidence also shows that emergency relief has long been part of the region’s response. Gruel centres during the post-Independence famines helped prevent starvation, but relief centres addressed the immediate humanitarian crisis rather than changing the water system that produced repeated vulnerability. In the present context, crop losses, livestock distress and orchard failure again raise questions about how short-term relief is linked to longer-term water planning.

For municipal and rural administrations, the challenge extends beyond agricultural departments. Water stress affects drinking-water security, local employment, movement from villages, demand for public services and the viability of settlements. When farming income collapses, households may reduce spending, sell livestock or seek work elsewhere. These effects can increase pressure on nearby towns and cities, even when the original trigger is a failed monsoon in a rural mandal.

The urban connection is also visible in the region’s infrastructure requirements. A drought-resilient settlement needs dependable drinking-water systems, functioning storage and distribution networks, and administrative mechanisms that can identify distress before households exhaust their assets. Agriculture remains central to the present crisis, but the wider built environment determines whether people can remain safely in place or are forced to move in search of water and work.

The supplied report does not provide a current government response, a detailed water allocation plan, or independently verified district-level rainfall and groundwater datasets. It also does not establish whether the reported El Niño warning will translate into a particular rainfall outcome. Those gaps matter because historical vulnerability alone cannot determine the severity of a specific season. The immediate conditions described, however, are already serious: rainfall deficiency has crossed 70 per cent in some districts, temperatures have exceeded 40 degrees, and farmers report losses extending from annual crops to established orchards.

Rayalaseema’s drought legacy therefore represents more than a catalogue of past famines. It is evidence of how repeated climate and water shocks can become embedded in a region’s economy and settlement pattern. The current warning deserves attention not only because of the prospect of another poor agricultural season, but because groundwater depletion and orchard losses indicate that the region’s existing coping mechanisms are under strain. The developments requiring close monitoring are rainfall recovery, groundwater recharge, the condition of drinking-water sources, crop and livestock relief, and the administrative response in the drought-hit mandals.
