Ranchi Civic Body Orders Seven Hostels and Coaching Centres to Shut

The Ranchi Municipal Corporation has ordered seven hostels, lodges and coaching institutes to stop operations within 24 hours of receiving notices, citing regulatory violations and the use of residential properties for commercial activities without mandatory approvals.

The municipal corporation said in a statement that the establishments must submit statutory permits and approved building plans along with ceasing operations. The action covers documentation and compliance requirements linked to the operation of hostels, lodges and coaching centres in the city.

The notices follow an earlier enforcement action against nine other institutions. According to the report, the responses submitted by those establishments were found unsatisfactory by the civic authorities. The RMC has now warned that the seven newly served establishments face sealing if they do not comply within the stipulated period.

The civic body identified several approvals and licences that it said were missing or required scrutiny. These include trade licences, hostel registration, fire-safety clearance and commercial holding licences. The requirements are intended to establish whether the premises can legally operate in their current form and whether they meet the safety and municipal conditions applicable to commercial use.

The action highlights a recurring administrative challenge in growing urban areas: residential buildings being converted into hostels, lodging facilities or coaching centres without the approvals associated with a change in use. Such conversions can affect fire-safety compliance, occupancy conditions, access arrangements and the municipal revenue and inspection systems that apply to commercial properties.

For residents and occupants, the immediate issue is whether the affected buildings have the required safety clearances and whether their operations have been formally authorised. The RMC’s notice also places responsibility on the establishments to produce approved plans and statutory documents rather than relying only on the existing residential status of the properties.

The corporation said non-compliance within 24 hours would lead to immediate sealing of the buildings and further legal proceedings. The latest notices therefore move the matter from document scrutiny to a possible shutdown and enforcement stage, although the supplied report does not identify the seven establishments or specify the number of occupants affected.

The RMC’s next stated step is to enforce sealing and initiate legal action against establishments that do not follow the order within the deadline. The notices require the operators to comply after receipt and submit the requested permits and approved building plans.
