Rajasthan Budget Drives Green and Job Growth

The Rajasthan government has unveiled a forward-looking Budget for 2025-26, targeting investments in green infrastructure, tourism, road connectivity, and youth employment.

The financial blueprint outlines a strategic vision to position the state as a self-reliant and climate-resilient economy. With an ambitious plan to recruit 1.25 lakh individuals across government departments and state undertakings, the budget places employment at its core. This move is poised to tackle rising joblessness while enhancing service delivery across administrative sectors. Simultaneously, the industrial development strategy rests on the rollout of a streamlined ‘Single Window’ system, enabling 149 online permissions and expediting ease of doing business in the state.A total outlay exceeding ₹60,000 crore has been earmarked for the construction of nine greenfield expressways, strengthening logistics and industrial corridors across Rajasthan. Complementing this, ₹6,000 crore will go towards upgrading 21,000 kilometres of non-patchable rural roads. Urban mobility also sees a major lift, with ₹12,000 crore allocated for Jaipur Metro expansion, marking a significant stride in promoting public transport and reducing vehicular emissions.

The state has affirmed its climate commitment by becoming one of the few to present a Green Budget. Over 11 per cent of total expenditure has been assigned for green initiatives, ranging from clean energy to biodiversity conservation. As part of this, the government will provide free solar plants and 150 units of monthly electricity to low-income households, while also supporting community solar projects. A Green Growth Credit policy is set to reward eco-friendly industrial practices and clean technology innovation. On the water front, the Jal Jeevan Mission Urban will bring piped drinking water to 20 lakh urban households with an investment of ₹5,830 crore. This initiative is expected to make a substantial impact in reducing urban water distress and health vulnerabilities.

Tourism is another sector receiving strategic attention. With ₹975 crore allocated for tourism infrastructure, the state plans to develop 10 iconic heritage destinations and a dedicated tribal tourism circuit worth ₹100 crore. An Aero City is on the cards near Kota airport, alongside upgrades across 29 airstrips and flying training academies in multiple districts, signalling a leap towards regional air connectivity.
The education landscape will expand with eight new ITIs, three polytechnic colleges, 11 new colleges, and dedicated institutions for girls and agriculture studies. Security upgrades in 15,000 schools and 1,500 Atal Tinkering Labs aim to boost innovation and safety in classrooms, paving the way for future-ready learning.

On the agrarian front, farmers will receive ₹150 bonus per quintal on wheat, an increase over the previous incentive. Sustainable agriculture practices will be promoted through subsidies on Nano Urea and natural farming incentives for 2.5 lakh farmers. Green cover initiatives will involve the plantation of 10 crore trees, supported by a ₹150 crore Centre of Excellence for climate change.
Positioning Rajasthan as an emerging hub for eco-conscious urbanisation and sustainable growth, the Budget aligns fiscal planning with environmental priorities. By anchoring policies in green infrastructure, inclusive employment, and cultural tourism, the state lays the groundwork for an equitable urban future while balancing industrial growth with ecological responsibility. This development-centric approach marks a transition from populist giveaways to strategic investments, underscoring the government’s emphasis on long-term impact over short-term appeasement.
