Raipur Ganesh Immersion Crowd Exposes Emergency Access Gaps

Raipur’s Ganesh immersion procession drew more than five lakh people and 74 processions on Monday night, placing intense pressure on emergency access and public safety systems despite the event passing without a major law-and-order incident.

An ambulance carrying a patient became trapped in the crowd along the immersion route. Police personnel had to clear a passage through the tightly packed gathering to allow the vehicle to move. The incident highlighted the difficulty of maintaining an emergency corridor when thousands of devotees gather along key stretches to watch processions.

A separate safety incident occurred on MG Road, where part of a shop awning collapsed as the procession passed through the area. No injuries were reported. Local reports said loud DJ and dhumal music was being played nearby, but no official agency has established that sound or vibrations caused the structure to collapse.

Police estimated that more than five lakh people attended the procession. The 74 processions represented an increase from 62 last year, or nearly 20%. The route followed traffic restrictions and barricading along the traditional stretch from Sharda Chowk towards Mahadev Ghat.

Authorities said preparations for the festival began around two months ago. Between 700 and 800 police officers and personnel were deployed each day during the festival, while more than 50 gazetted officers were positioned at key locations on immersion day.

Drones, CCTV cameras and the Integrated Traffic Management System were used to monitor crowds, traffic congestion and sensitive stretches. A special team of about 200 personnel from the Anti-Crime and Cyber Unit and the crime branch was also deployed to identify suspected offenders and habitual criminals.

Police said checking operations led to the recovery of more than 15 stolen vehicles. Officers also seized more than 22 knives, four scissors and other sharp objects. More than 50 people were arrested under preventive provisions and sent to jail.

The deployment and surveillance measures were intended to manage one of Raipur’s largest annual public gatherings, but the ambulance delay showed that crowd control and emergency mobility remained difficult even along a planned and barricaded route. For a city event of this scale, the ability to keep a continuous passage open for ambulances is a critical operational requirement alongside traffic regulation and law-and-order management.

The awning collapse also brought attention to the condition of temporary and permanent structures along procession routes. Although no causal link with the nearby music has been established, the incident occurred in a commercial stretch carrying a large crowd and required authorities to manage both movement and structural risks.

The police deployment, surveillance arrangements and preventive arrests helped the procession conclude without a major law-and-order incident, according to the report. The emergency-access disruption and the awning collapse, however, remain the principal safety concerns recorded during the event.
